About this opportunity
Dallas Independent School District is soliciting qualifications from firms to provide comprehensive Real Property Management Services on an as-needed basis, with proposals due September 29, 2026. No pricing is required at the RFQ stage; compensation for each work assignment will be negotiated individually based on scope, complexity, schedule, and level of effort.
Minimum qualifications require firms to be legally authorized to conduct business in Texas, demonstrate a minimum of five years' experience in commercial or governmental real property management, manage portfolios of comparable size and complexity, have experience with public entities or governmental agencies, maintain sufficient personnel for multiple concurrent assignments, and have no unresolved litigation or regulatory actions. The District will establish a pool of qualified vendors but does not guarantee minimum work volume.
Evaluation criteria are weighted equally at 20 points each: firm qualifications and relevant experience, past performance on multiple assignments, qualifications of proposed personnel, project approach and methodology, and small business participation. Award decisions also consider best-value factors including purchase price, vendor reputation and past District relationships, quality of services, extent of meeting District needs, and principal place of business or state employment under Texas Educational Code 44.031(b).
The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide written notice ninety days prior to expiration if renewal is not intended. Services include support for District acquisitions, dispositions, occupancy planning, and real estate-related projects. The scope of each assignment varies and will be defined through individual Work Assignment requests.
Electronic submissions are required through the Bonfire portal at https://dallasisd.bonfirehub.com. Mandatory submissions include Form 1295 (Texas Certificate of Interested Parties), W9, Conflict of Interest Questionnaire (Form D), and executed Data Sharing Agreements (Non-IT and Educational Technology templates provided). All vendors, including sole-source providers, are encouraged to participate. The solicitation is issued under 2 CFR Part 200 and may utilize local, state, federal, and grant-funded program dollars.
