About this opportunity

The Long Beach Board of Public Utilities Commissioners is requesting bids on the Rancho Los Alamitos Transmission Main Abandonment Project (MC-5264), a water infrastructure project involving the abandonment of approximately 2,050 linear feet of existing 24-inch steel cylinder concrete transmission main in Long Beach, California, with bids due August 31, 2026 and a pre-bid conference scheduled for August 19, 2026 via Microsoft Teams. This is a California prevailing wage project subject to Labor Code Section 1720 et seq.; all contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with certified payroll submission requirements.

The scope encompasses dewatering the pipe interior, placing controlled low-strength material (CLSM) slurry fill, sealing open ends with watertight caps or blind flanges, removing and salvaging valve lids, abandoning asbestos cement pipe connections in place, and restoring excavated areas with backfill, compaction, and pavement restoration to City standards. The project includes 34 bid line items covering mobilization, coordination, survey staking, traffic control, hazardous materials handling, CCTV inspection, manway abandonment, valve closure and removal, pipeline dewatering, and line stop operations. Technical requirements include hydrostatic testing to 188 PSI and disinfection and bacteria testing per ANSI/AWWA C651-23 standards. The contractor must obtain approval of a water supply bypass plan prior to construction and coordinate all activities with Long Beach Public Utilities Department and other utility providers.

Successful bidders must hold a valid California Class "A" General Engineering Contractor license at time of award. Work must be completed within 90 calendar days following Notice to Proceed. Bid submissions are on a lump-sum and unit-price basis. Bidders must submit 10 percent bid security, notarized non-collusion and Iran Contracting Act compliance affidavits, and an Equal Benefits Ordinance disclosure form. The contract requires performance and payment bonds equal to 100 percent of the contract price and proof of workers' compensation insurance prior to execution. Stipulated allowances total $77,500 for field orders, utility potholing, permits, contaminated soil disposal, and livestock boarding. Contractors may elect 100 percent payment without retainage by depositing securities of equivalent value with the department.
