About this opportunity

Pinellas County's Office of Resilience and Asset Management (ORAM) is seeking a cloud-based Learning Management System (LMS) through Invitation to Quote #23-0747-ITQ to support comprehensive training and asset management initiatives. The procurement requires a system capable of hosting virtual and online training for approximately 100 active users and 3,000 registered/inactive users, with potential future scalability to 3,000 total users. Specific deliverables include software setup, administrator and instructor training, and ongoing support for training related to asset management, sustainability, resiliency, and energy/water conservation. The LMS must be hosted exclusively in the United States and support both synchronous and asynchronous training formats. The solicitation requires vendors to provide detailed company information, references, and a comprehensive quote that meets all specified requirements. The response deadline is May 19, 2023, at 3:00 pm, with an initial contract duration of 3 years and an option for one additional 3-year extension. Evaluation will focus on responsiveness, vendor qualifications, and the ability to meet the county's strategic training objectives aligned with the ISO55000 framework.

The county has established a Sheltered Market threshold that provides first opportunity to small business enterprises (SBEs) located in Pinellas, Hillsborough, Pasco, and Manatee Counties for contracts under $100,000. Qualifying SBEs must have annual sales not exceeding $3 million for goods/services or $8 million for construction, and an average of no more than 50 employees over three years. Vendors must submit a W-9, verify corporate identity through the Florida Division of Corporations, and agree to all solicitation terms, including insurance requirements. The procurement includes an electronic payment (ePayables) option, allowing vendors to choose participation in the county's credit card-based payment system. While no incumbent vendor is specified, the county is not seeking migration of existing course content or data to the new system. Payment terms are set at Net 45 days, and the pricing structure includes tiered user licensing fees with separate rates for active and registered/inactive users. The county anticipates the system will support training accessibility for employees, contractors, and potentially the public via internet connection.
