About this file

This document is a set of vendor question responses for the Pinellas County Office of Resilience and Asset Management (ORAM) Learning Management System (LMS) Invitation to Quote (ITQ). The document provides detailed answers to 11 vendor questions about the LMS procurement, clarifying key aspects of the project. The county is seeking an LMS to support virtual/online training capabilities, with participant groups ranging from 10 to 100 users, and potentially self-paced training options. The system must be hosted exclusively in the United States, as specified by Business Technology Services.

The county's current training approach involves both synchronous and asynchronous formats, with challenges related to accessibility, reach, and engagement. They are not looking to migrate existing course content or data to the new system, nor are they seeking vendor-provided eLearning content. The LMS will support an environment with approximately 100 active users and 3,000 inactive users, with the intent to retain user history for historical and training requirement purposes. There are no current plans to charge external users for courses, and the primary goal is to have a flexible online training platform to support the county's comprehensive asset management strategic objectives.

RAM LMS ITQ VENDOR QUESTION RESPONSES

Question #3: No subject Has the client seen demos prior to the RFP release and if so, which vendors?

James~this is the question I asked you about. You said you would let them know that we are unable to answer this question.

Question #5: No subject Does the department plan to charge for courses for external users?

No current plans for external fees

Question #6: No subject Could you please provide a use case for the active user (100 qty) and the 3,000 inactive users?

There could be 100 active users currently enrolled in and working in a course. However, there may have been several groups that have taken that course prior – they are no longer actively working through a course, but they are still included in the LMS as a user. For historical reasons as well as training requirements, we would want to retain the user and their history within the LMS whether they are actively working in a course or not.

Question #7: No subject How is the department providing training today? what challenges does it have? Is there a learning management system in place and if so which one?

We currently offer training in a variety of formats both synchronous and asynchronous. Our challenges consist of accessibility, reach and engagement as do most training and education programs. We will not be migrating any courses over to a new LMS.

Question #8: No subject Is the County looking for the vendor to provide the eLearning content in the defined areas in section 6.1?

No.

Question #9: Current LMS Migration Requirement?

Is there current LMS content/data that would need to be migrated to the new system? and if so can you provide details about the format and number of courses that would entail?

No course / data migration.

RAM LMS ITQ VENDOR QUESTION RESPONSES

Question #10: Training requirement Regarding training, for how many participants would training be required? and are virtual (online) training sessions acceptable?

This ITQ was for a learning management system, specifically to offer virtual/online training. We are not looking for quotes for actual training, rather an LMS to be able to offer our own customized training online.

Participants may range from 10 (small group) to 100 (many to 1) or even self-paced.

Question #11: Hosting location Does the system need to be hosted in the US exclusively or would a European cloud environment be acceptable?

Per Business Technology Services, must be hosted in the US.
