About this opportunity
The City of Long Beach Department of Public Works is requesting sealed bids for the Burnett Library Energy Efficiency Upgrade Project (R-7234), a rebid with bids due July 1, 2024, at 10:00 a.m. electronically through the City's online portal. A mandatory pre-bid conference and job-site walk-through were held June 13, 2024.
The scope encompasses removal and replacement of rooftop mechanical system equipment with new units, full re-roofing of the facility, and new equipment screening, across selective demolition, wood work, thermal and moisture protection, plumbing, mechanical (HVAC packaged rooftop units), and electrical identification systems. The contract requires a valid California Class B, C-20, or C-39 contractor license. Contractors must demonstrate minimum qualifications by completing at least one similar project valued at minimum $500,000 within the five years preceding bid opening for a public agency, with scope including HVAC replacement or building renovation. The project is subject to the City's Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council, establishing a 40 percent local hiring goal based on total hours worked and a 10 percent goal for transitional workers and veterans. California prevailing wage determinations as of the bid date apply, with contractors and subcontractors required to register with the Department of Industrial Relations before contract award. Contractors must perform a minimum of 20 percent of work with their own forces.
The engineer's estimate is $1.2 million. Work must be completed within 206 working days from Notice to Proceed. Bid security of 10 percent is required. Four bids were received: EA Design and Build, LLC at $890,000 (deemed non-responsive), Cornerstone Construction Group at $1,307,057.06 (apparent responsive lowest bidder), Archico Design Build Inc at $1,719,000, and SJD&B, Inc. at $1,745,000.10. The project start date is September 2024 with anticipated completion in May 2025. City Council award was expected in late August 2024. The facility requires a 21-calendar-day closure for HVAC system removal and replacement. Environmental survey findings included non-friable asbestos-containing exterior stucco (approximately 350 square feet), lead-containing ceramic wall tile in one restroom (approximately 80 square feet), and water damage affecting approximately 157 square feet of interior finishes.
