About this file

This is a bid document package from the City of Long Beach Department of Public Works for the Burnett Library Energy Efficiency Upgrade project (R-7234 REBID). The project encompasses six major divisions of work: selective demolition and roofing, wood framing, thermal and moisture protection with metal roofing and flashing, plumbing, mechanical packaged roof-top air-conditioning units, and electrical identification systems, plus mobilization and demobilization. The bid opening was scheduled for July 1st, 2024, at 10:00 a.m. A mandatory pre-bid conference and job-site walk-through were conducted on June 13th, 2024, with the conference held via Microsoft Teams and the site walk-through at 560 E Hill Street, Long Beach, California 90806. All seven line items are priced as lump-sum contracts, with the base bid total of $1,745,000.00. Prospective bidders were required to examine the site and certify completion of site examination; failure to conduct a thorough site inspection would not relieve the contractor of obligations.

The selected bidder, SJD&B, Inc., a California corporation incorporated on January 28, 2015, submitted a bid of $1,745,000.00. The contractor is licensed in California (CSLB #1001950) and Nevada, with nine years of experience as a licensed contractor. SJD&B identified six subcontractors exceeding the 0.5 percent threshold: Monaco Mechanical Inc. for plumbing ($15,600), Graycon Inc. for HVAC ($200,500), Trutec Engineering Inc. for electrical ($25,800), Infinity Drywall Contracting Inc. for wood framing ($45,000), Certified Steel Fabricators for tube steel and mesh screens ($62,000), and Letner Roofing Inc. for roofing ($525,700). The contractor provided evidence of workers' compensation insurance through Ace American Insurance Company and automobile liability insurance through National Specialty Insurance Company. SJD&B demonstrated minimum qualifications by referencing three completed projects with public agencies exceeding $500,000 in value and featuring HVAC replacement or building renovation work. The contractor's current work portfolio includes projects valued at $51,205,089.35, with average annual construction work performance over five years documented through supporting materials.
