About this opportunity

The State of Nevada, Division of Child and Family Services (DCFS), issued a Request for Proposals (RFP) solicitation numbered 40DHHS-S3631 seeking qualified vendors to operate a Qualified Residential Treatment Program (QRTP) in Buildings A and B at the Enterprise Campus (2655 Enterprise Road, Reno, Nevada). The procurement is for the provision of trauma-informed, evidence-based residential treatment services for foster youth with significant behavioral or mental health needs, utilizing four duplex homes with semi-furnished layouts and shared common areas. Vendors must obtain and maintain full QRTP licensure in accordance with Nevada law, provide 24/7 registered or licensed nursing staff, accept children with psychiatric diagnoses including severe emotional disturbance, facilitate family participation in treatment programs, and provide discharge planning and family-based aftercare support for a minimum of six months post-discharge. Key deliverables include a comprehensive implementation plan with project milestones, a go-live date, and communication protocols for transitioning facility operations from DCFS to the contractor, along with complete QRTP applications, job descriptions and resumes of key personnel, and organizational charts. The contractor is responsible for all planning, design, construction, permitting, and licensing fees necessary to bring the premises into code compliance, along with janitorial services, telephone services, computer and data services, minor maintenance, non-specified repairs, and 24-hour security personnel. Evaluation criteria are weighted across multiple factors including ability to minimize disruptions (100 points), willingness to work with hard-to-place youth (100 points), implementation plan and timeline (90 points), number of youth able to serve (80 points), experience providing these services (80 points), achievement above standard (70 points), and ability to provide evidence-based, trauma-informed support (60 points), with financial stability assessed on a pass/fail basis. A mandatory site visit is scheduled for January 12, 2026, at 10:00 am with registration required by 8:00 am the same day; proposal submissions are due by 2:00 pm Pacific Time on February 24, 2026, through nevadaepro.com, with evaluation occurring between February 24 and March 10, 2026, notice of intent expected around March 10, 2026, notice of award estimated for April 14, 2026, and an estimated contract start date of June 9, 2026.

The State offers a five percent preference to Nevada-based businesses as defined in Nevada Revised Statutes 333.3351-333.3356; vendors must be registered Nevada businesses with a valid Nevada business license and active entity registration with the System for Award Management (sam.gov) prior to contract award. Vendors must comply with mandatory requirements including provisions against boycotting Israel pursuant to NRS 333.338, indemnification obligations under NRS 333.339, appropriate liability insurance coverage (including Commercial General Liability with $2,000,000 General Aggregate limit, Automobile Liability with $1,000,000 Combined Single Limit, and Worker's Compensation with statutory requirements), and full disclosure of any prior contract failures, litigation, or conflicts of interest from the past seven years. The solicitation indicates the State intends to award one or more contracts with an estimated four-year contract term subject to Board of Examiners approval, though no specific funding amount or budget range is disclosed; vendors must agree substantially to the attached standard form contract and insurance schedule as written or provide detailed redlines justifying requested modifications. DCFS will provide the buildings to the vendor at no cost, with the vendor responsible for move-in expenses, and funding for services will come exclusively from Nevada Medicaid or private insurers, with no guarantee of child placements as placement decisions remain at the discretion of child welfare agencies. The reference questionnaire requires responses to be submitted to Denise Frohlich at Dfrohlich@dcfs.nv.gov by 5:00 pm on January 20, 2026, and vendors must provide the last two years plus current interim financial statements as part of their proposal submission.
