About this file
This is a Scope of Work document for a Qualified Residential Treatment Program (QRTP) contract opportunity issued by Nevada's Division of Child and Family Services (DCFS). DCFS seeks a qualified vendor to operate a QRTP at the Enterprise Campus located at 2655 Enterprise Road, Reno, Nevada, utilizing Buildings A and/or B to provide trauma-informed, evidence-based residential treatment services for foster youth with significant behavioral or mental health needs. The contract will provide facilities containing four duplex homes with semi-furnished layouts, shared common areas, and standard residential appliances. The vendor must develop and submit a comprehensive implementation plan with project milestones, a go-live date, and communication protocols for transitioning facility operations from DCFS to the contractor. Responsive bids must include explicit statements addressing how the vendor will achieve contract goals, evidence of meeting vendor requirements or timelines for compliance, complete QRTP applications, job descriptions and resumes of key personnel, organizational charts, and responses to specific RFP requirements. A site visit will be conducted at a date and time to be specified, during which vendors may tour the buildings. The contract term is four years, with DCFS providing advance notification if early termination becomes necessary due to the planned Veterans Administration Medical Center campus development.
Vendor requirements include QRTP licensure in accordance with Nevada law, maintenance of all required state and federal licenses, minimum liability insurance compliance, active enrollment in good standing with Nevada Medicaid, and adherence to relevant state and federal regulations and DCFS program requirements. DCFS will provide the buildings to the vendor at no cost, with the vendor responsible for move-in expenses. The vendor must provide 24/7 registered or licensed nursing staff, accept children with psychiatric diagnoses including severe emotional disturbance, facilitate family participation in treatment programs, and provide discharge planning and family-based aftercare support for at least six months post-discharge. There is no guarantee of child placements, as placement decisions remain at the discretion of child welfare agencies, which may withdraw children at any time. DCFS will not provide payment to the vendor for services rendered; funding will come from Nevada Medicaid or private insurers. The vendor must demonstrate knowledge and capability to obtain and navigate third-party payment sources, as DCFS is prohibited by law from supplementing Medicaid payments or allowing providers to bill families directly for covered services.

Scope of Work Qualified Residential Treatment Program
Agency Background The Division of Child and Family Services’ (DCFS) mission is to provide support and services to assist Nevada's children and families in reaching their full human potential. Nevada’s child welfare system provides a continuum of services, including foster care services. There are over 4.000 children in Nevada that are in foster care. Many of these youth have significant behavioral or mental health needs that require a higher level of care. Every day, more children and youth enter the foster care system and need safe, loving homes. Without residential treatment programs in each community, children removed from their families must be placed in outlying communities, away from their family, friends, and everything that is familiar to them.
Contract Purpose DCFS seeks a qualified vendor to operate a Qualified Residential Treatment Program (QRTP) at DCFS’s buildings A and/or B at the Enterprise Campus located at 2655 Enterprise Road, Reno, NV 89512.
Contract Goals
· Increase the number of beds available for Nevada’s youth in need of QRTP care
· Provide evidence-based and trauma-informed support for youth

Building Information for Vendors DCFS will provide up to two buildings for the vendor’s use: buildings A and/or B of the Enterprise Campus located at 2655 Enterprise Road, Reno, NV 89512. The buildings and contents provided shall remain State-owned property.
DCFS's intention is to contract for four years. These buildings have been included in long term plans for the prospective Veterans Administration Medical Center campus. Brevity is valued; evaluators aim to read bids thoroughly and thoughtfully, but this cannot be achieved if submissions are unnecessarily long. Responses should be to the point and consider that each evaluator will review all bids over the course of approximately 2-5 days.
Site Visit A site visit will be held on DATE, TIME for vendors who wish to engage in a walkthrough of the buildings. Questions will not be answered during the site visit but may be submitted after the site visit during the Q&A period of the solicitation.
