About this file
This document contains additional vendor questions and responses from the Division of Child and Family Services (DCFS) regarding a Qualified Residential Treatment Program (QRTP) solicitation. The responses address two key inquiries: whether vendors who did not attend a site visit are eligible to submit bids, and whether additional site visits are scheduled. DCFS clarified that vendors who did not participate in the initial site visit may still submit bids for consideration. However, the selected vendor may be required to conduct a site visit prior to entering the negotiation period, with the expectation that this visit will not necessitate extensive negotiations. If the site visit reveals that the selected vendor cannot meet the solicitation terms without substantial renegotiation, DCFS reserves the right to terminate negotiations with that vendor and proceed with negotiations with the next highest-scoring bidder. No additional site visits have been scheduled or are anticipated in the near future.
The document does not address pricing terms, set-asides, incumbent information, funding sources, or other financial considerations. This supplemental guidance was issued after the formal question-and-answer period had closed but was deemed sufficiently important by DCFS to warrant additional clarification to prospective vendors.

Text version
The following vendor questions were submitted after the Q&A period closed. The Division of Child and Family Services (DCFS) deemed it justified to respond to these questions.
Question: I am inquiring regarding the QRTP site visit. I would like to clarify whether, if the site visit was not achieved, applicants would be unable to apply at this time.
DCFS Response: Vendors who did not attend a site visit may submit a bid. The selected vendor may be required to conduct a site visit prior to engaging in the negotiation period. Extensive negotiations should not result from the site visit. If the vendor is unable to meet the terms of the solicitation without extensive negotiations resulting from the site visit, then DCFS may stop negotiations with the selected vendor and begin negotiations with the next highest scoring vendor.
Question: Additionally, is there another site visit scheduled or anticipated in the near future?
DCFS Response: No.
