About this opportunity
The City of Fort Worth, Texas, in Tarrant County, is soliciting competitive bids for the construction of the Cibolo Hills Parkway infrastructure project (City Project No. 106104). The scope of work encompasses comprehensive water, stormwater, roadway, and lighting improvements, including approximately 1,569 linear feet of 16-inch PVC waterline, 348 linear feet of 16-inch DIP waterline with 30-inch steel casing installed via open cut, 1,069 linear feet of reinforced concrete pipe (21-inch to 42-inch diameter), and 1,010 linear feet of storm box culverts with associated inlets, junction boxes, headwalls, and appurtenances. Additional deliverables include 6,369 square yards of 10-inch concrete pavement, 24,287 square feet of concrete sidewalk, lime stabilization, pavement markings, signage, and 22 roadway lighting assemblies featuring LED fixtures, conduit, electrical conductors, and foundations. Prospective bidders must be prequalified by the City of Fort Worth at the time of bid submission, with prequalification applications due at least seven days before the bid opening; qualified contractors must demonstrate positive net working capital through audited or reviewed financial statements, provide minimum five project references, and submit equipment schedules detailing assets under their control. Electronic bids must be submitted through the Bonfire Procurement Portal no later than 2:00 P.M. CST on Thursday, March 26, 2026, with public opening and reading of bids occurring immediately thereafter at Fort Worth's New City Hall. A mandatory pre-bid conference is scheduled for 10:00 A.M. on Friday, March 13, 2026, available both in-person at LJA Engineering, Inc. (6060 North Central Expressway, Suite 400, Dallas, Texas 75206) and via Microsoft Teams audio conference. Contract award will be made to the lowest responsive and responsible bidder.
The City of Fort Worth has established a 30 percent Small Business Enterprise goal for this project, requiring bidders to meet or exceed this threshold through self-performance and/or certified small business subcontracting participation. Qualifying small businesses must be certified by one of six designated agencies—North Central Texas Regional Certification Agency (NCTRCA), Women's Business Council-Southwest (WBCS), Dallas/Fort Worth Business Council (DFW BC), Texas HUB Program, Texas Unified Certification Program (TUCP), or TxDOT SBE Directory—and be located within Tarrant, Denton, Wise, Parker, or Johnson counties. All prime bidders and designated subcontractors must submit a completed Small Business Utilization Form identifying all subcontractors and suppliers at the time of bid submission, with failure to comply resulting in bids being deemed non-responsive. Bidders must also provide evidence of worker's compensation insurance compliance per Texas Labor Code Section 406.096, submit bid bonds equal to five percent of the maximum bid price, and acknowledge acceptance of all contract terms, including liquidated damages provisions. No incumbent vendor or existing contractor information is identified in the procurement documents. The specific budgeted project value is not disclosed in the available solicitation materials; however, the 30 percent small business goal threshold indicates the total project value equals or exceeds $1,000,000.
