About this opportunity

The State of Connecticut Department of Administrative Services is soliciting supplemental pricing for model year 2027 electric, hybrid, and gasoline vehicles to be incorporated into existing Contract 24PSX0110, with bids due October 13, 2026 at 6:30 p.m. No draft pricing is permitted; all pricing must be submitted in final form on the provided Exhibit B Price Schedule in Excel format.

Vehicles are available from six manufacturers: Ford, Kia, General Motors, Ram, Honda, and Toyota, spanning sedans, SUVs, compact SUVs, vans, trucks, and hatchbacks. No specific purchase quantities are identified in the solicitation; actual quantities will be determined through individual purchase orders issued by requesting state entities. The contractor must extend contract terms, conditions, and pricing to political subdivisions, schools, and not-for-profit organizations as a mandatory extension obligation beyond state agencies.

All pricing must include manufacturer's suggested retail price (MSRP) with percentage discounts, extended in decimal form, and fully prepaid transportation and delivery to designated destinations under FOB Destination terms. Hourly labor rates are standardized at $110.00 across all proposed vehicles. The State of Connecticut is exempt from excise, transportation, and sales taxes, which must not be included in bid prices. Payment terms are Net 45 Days for general contractors; certified small contractors or minority business enterprises receive Net 25 Days.

The contract is effective November 1, 2026 through July 14, 2029, with DAS retaining sole discretion to extend for additional terms not exceeding the original term length. Award will be made to the lowest responsible qualified respondent based on pricing, specification conformity, past performance, financial responsibility, and delivery terms. The contractor must maintain commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, and workers' compensation coverage. Subcontracting is prohibited.

Questions are due October 6, 2026 at 6:15 p.m., with responses posted as addenda. Respondents must provide three references and certifications regarding debarment status, criminal convictions, OSHA violations, campaign contributions, and consulting agreements. All responses must comply with the State of Connecticut Digital Accessibility Policy and WCAG 2.1 Level AA and be submitted electronically through CTsource.
