About this file
This Solicitation Change Details Report documents modifications to solicitation 26PSX0172 issued by the State of Connecticut Department of Administrative Services for a supplemental bid to purchase model year 2027 electric, hybrid, and gasoline vehicles. The supplemental bid will be incorporated into the existing Contract 24PSX0110 and encompasses vehicles from six manufacturers: Ford, Kia, General Motors, Ram, Honda, and Toyota, available in sedans, SUVs, compact SUVs, vans, trucks, and hatchbacks. No specific purchase quantities are predetermined; actual quantities will be determined through individual purchase orders issued by requesting state entities. Questions were due October 6, 2026 at 6:15 p.m., with bids due October 13, 2026 at 6:30 p.m. The contract is effective November 1, 2026 through July 14, 2029, with the Department of Administrative Services retaining sole discretion to extend for additional terms not exceeding the original term length. This change report indicates that Addendum 2 was issued, adding two documents: the Exhibit B Price Schedule Addendum 2 in Excel format and an associated Addendum 2 QA document.
All pricing must be submitted in final form on the provided Exhibit B Price Schedule with no draft pricing permitted. Pricing shall include manufacturer's suggested retail price with percentage discounts expressed in decimal form and fully prepaid transportation and delivery to designated destinations under FOB Destination terms. Hourly labor rates are standardized at $110.00 across all proposed vehicles. The State of Connecticut is exempt from excise, transportation, and sales taxes, which must not be included in bid prices. Payment terms are Net 45 Days for general contractors and Net 25 Days for certified small contractors or minority business enterprises. Award will be made to the lowest responsible qualified respondent based on pricing, specification conformity, past performance, financial responsibility, and delivery terms. Contractors must maintain commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, and workers' compensation coverage. The contractor must extend contract terms, conditions, and pricing to political subdivisions, schools, and not-for-profit organizations as a mandatory extension obligation.
