About this file
This is Addendum 1 (Questions and Answers) to Solicitation Number 26PSX0172 issued by the State of Connecticut Department of Administrative Services for a supplemental vehicle purchase contract. The solicitation seeks pricing for model year 2027 electric, hybrid, and gasoline vehicles from six manufacturers: Ford, Kia, General Motors, Ram, Honda, and Toyota. This supplemental bid will be incorporated into the existing Contract Award 24PSX0110 upon award. The bid submission deadline is October 13, 2026 at 6:30 p.m., with questions due October 6, 2026 at 6:15 p.m. All responses must be submitted electronically through CTsource; email submissions to the Contract Administrator are not permitted. The contract term runs from November 1, 2026 through July 14, 2029, with the State retaining discretion to extend for additional terms not exceeding the original term length. No specific purchase quantities are identified; actual quantities will be determined through individual purchase orders.
The addendum clarifies that all contractors submitting responses, including current contractors on Contract 24PSX0110, must submit complete bid packages with all required documentation and pricing, as each solicitation is treated as a new bid regardless of incumbent status. Two corrections to Exhibit B Price Schedule are noted: the 2027 Ford Bronco Code E7A has been removed as it is already listed under the existing contract, and the fuel type for the Ford Fleet Supercrew Cab has been corrected to Hybrid Electric Vehicle (HEV). All pricing must be submitted in final form without draft pricing, based on manufacturer's suggested retail price with percentage discounts, fully prepaid transportation and delivery under FOB Destination terms, and standardized hourly labor rates of $110.00. The contractor must extend contract terms, conditions, and pricing to political subdivisions, schools, and not-for-profit organizations, and must maintain commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, and workers' compensation coverage.
