About this opportunity
The City of Urbana Public Works Department is seeking bids for an Electric Vehicle (EV) Charging Electrical Upgrades project located at 704 Glover Avenue in Champaign County, Illinois. The procurement involves constructing electrical infrastructure to support ten EV charging stations, with an initial installation of five stations exclusively for City of Urbana fleet vehicles. Bidders must select from three pre-approved EV charging station products previously vetted through a Request for Proposal (RFP). The project requires comprehensive electrical service upgrades, including a new 1200A main switchboard, electrical infrastructure modifications, and provisions for future charging station expansion. The bid submission deadline is August 29, 2025, at 2:00 PM CST, with a mandatory pre-bid meeting held on August 20, 2025, at 10:00 AM CST. Evaluation criteria include lowest qualified bid pricing, compliance with bidding documents, and alignment with the project's technical specifications. The contract duration is set at 120 calendar days from the Notice to Proceed, with liquidated damages of $750 per calendar day for missed completion deadlines.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders must provide a 5% bid bond, comply with the Illinois Drug Free Workplace Act and Prevailing Wage Act, and submit various documentation including a Bid Form, Non-Collusion Affidavit, and Proposed Subcontractors Form. The successful contractor will be required to obtain a performance bond covering 100% of the contract price within 15 calendar days of the award. While no specific budget range is explicitly stated, the project will be funded through a line-item appropriation from the State of Illinois General Revenue Fund. The contractor must maintain comprehensive insurance coverage, including Commercial General Liability, Workers' Compensation, Automobile Liability, and Umbrella/Excess Liability. The owner will be a tax-exempt organization and will permit the contractor to utilize their tax-exempt number for project-related purchases, with all permit fees having been waived.
