About this opportunity

The State of Oregon Department of Transportation (ODOT) is requesting proposals for Public Information and Education Media Services under RFP S-73000-00016008, with proposals due July 9, 2026. ODOT anticipates awarding one Price Agreement with purchase orders or work orders authorized for up to three years from the effective date, extendable for an additional two years. No set-asides or preference programs apply.

The scope encompasses developing and distributing Public Service Announcements and media materials across television, radio, outdoor, indoor, printed, multi-media, direct mail, earned media, internet, and promotional formats. Content addresses thirteen transportation safety topics: occupant protection, impaired driving, bicycle safety, motorcycle safety, pedestrian safety, work zones, driver education, functional or cognitive impairment, safe driving behaviors, speed awareness, Safe Routes to School, distracted driving, and roadside death prevention. Annual quantity estimates include 32 new and 25 re-released television PSAs; 42 new and 25 re-released radio PSAs; 60 outdoor media postings; 20 theater slides; 15 water closet displays; 40 new artwork pieces; 15 re-released brochures; 20 art posters; and 10 multi-media presentations.

Proposers must be registered vendors in OregonBuys and demonstrate five years of experience performing similar services. The maximum not-to-exceed compensation is $12 million across all work orders; however, no specific guarantee of purchase amounts is provided. The contractor must obtain professional liability insurance ($1 million per claim / $2 million annual aggregate), commercial general liability ($1 million per occurrence / $2 million annual aggregate), and automobile liability ($1 million combined single limit). All work product and intellectual property created under the agreement is exclusively owned by ODOT.

Proposals are limited to ten pages and must include technical responses addressing understanding of services, qualifications, capabilities, project team qualifications, supporting resources, clarity, best quality examples, and best value examples, with scoring worth up to 225 points. Proposers must submit sample media: one television spot in MP4, one radio spot in MP3, and one billboard PSA demonstrating both best quality and best value approaches with separate pricing for each format (excluding airtime).

Questions are due ten calendar days prior to the bid opening date. The Notice of Intent to Award is estimated approximately three weeks following opening, with a seven-calendar-day protest period. No pre-proposal conference will be held. ODOT reserves the right to conduct additional competition rounds, including interviews or presentations, at its sole discretion.
