About this file

This attachment outlines best value submission requirements for an Oregon state and local contract opportunity (RFP# S-73000-00016008) for Public Education and Information Media services. Proposers must submit one Television PSA, one Radio PSA, and one Billboard PSA in a separate electronic zip file labeled "Best Value." Each submission should include a project description and approach statement demonstrating the proposer's estimation of the best balance between total development costs and quality workmanship. Evaluations will assess messaging clarity and conciseness, visual appeal of images and graphics, the catchiness of advertisements to capture viewer attention, demographic appropriateness, and overall value representation.

Pricing information must be provided for each PSA, excluding airtime costs, broken down by line items including creative direction, copy production, broadcast production, production expenses, account services, and other costs. Proposers should reference RFP section 3.2.3 for proposal format requirements and submit all pricing information in the designated tables provided for each media type: Television PSA Total, Radio PSA Total, and Billboard PSA Total. No specific contract term, renewal options, set-asides, or additional funding information is detailed in this attachment.
