About this opportunity

The Melbourne Airport Authority (MAA) is soliciting bids for a comprehensive parking modification project at Melbourne Orlando International Airport under Solicitation Number ITB 2025-0103. The project involves constructing approximately 5,850 square yards of curbed asphalt pavement, including drainage, striping, and lighting modifications within Employee Parking Lot No. 3. Key deliverables include adding 119 public parking spaces and 20 employee parking spaces, with specific requirements for pavement demolition, tree removal (primarily cabbage palms), grading, storm drainage, electrical work, pavement marking, and landscaping. The project scope encompasses complete site preparation, including stripping turf, constructing pavement and curbs, installing area lighting, sodding with bahia grass, and erecting a low 3-foot open-frame fence to separate public and employee parking areas. The bid submission deadline is February 11, 2025, at 2:00 PM EST, with a pre-bid meeting held on January 9, 2025. Contractors were required to complete a comprehensive bid form with unit prices for multiple construction activities, and the project allows for an optional Cell Phone Lot pavement overlay bid.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Eight contractors submitted bids for the project, with base bid prices ranging from $846,471.05 to $2,136,296.07. The intended award went to W & J Construction for a total bid of $915,082.64, which includes the base bid of $849,458.64 and an optional overlay of $65,624.00. The project has a total budget of approximately $1,000,000, with substantial completion expected within 120 calendar days after the Notice to Proceed. Liquidated damages are set at $1,000 per day for delays. No specific incumbent vendors were mentioned, and the project does not require integration with existing parking control equipment. Bidders were required to provide a bid bond and will need to secure a Public Construction Bond upon award. The project is scheduled for final confirmation at the February 26, 2025 Board Meeting.
