About this file

Addendum 3 is issued by the Melbourne Airport Authority for the Public and Employee Parking Modifications project (MAA 51224), dated February 4, 2025. The addendum maintains the original proposal submission date of Tuesday, February 11, 2025, at 2:00 PM EST and introduces a new bid option for a Cell Phone Lot Pavement Overlay. The project involves modifying parking areas at Melbourne Orlando International Airport, with bidders required to provide pricing for a base bid and an optional 2,600 square yard asphalt pavement overlay for the Cell Phone Lot. The "low bid" will be determined by considering either the base bid alone or the base bid plus the optional overlay, depending on the owner's selection.

The addendum addresses an insurance coverage question from a potential bidder, with the Melbourne Airport Authority affirming that current insurance coverages are dictated by Risk Management and cannot be modified. The current requirements include $2M occurrence for Auto & General Liability and a $5M Umbrella policy. The bid form includes multiple line items for various construction activities such as mobilization, erosion control, earthwork, pavement construction, drainage improvements, electrical work, and landscaping. Bidders must complete the comprehensive bid form, providing unit prices for each specified item, with a total bid calculated for both the base project and the optional Cell Phone Lot overlay.

ADDENDUM 3/PAGE 2 OF 2

QUESTIONS AND RESPONSES:

1. CIF-009: We have conferred with our insurance company regarding the coverage limits on the insurance AIA document Exhibit "A". The stated coverage of $2M occurrence for Auto & General Liability and a $5M Umbrella that sits over both the auto and general liability seems to be excessive for this project. We have attached our certificate of insurance showing the coverage we typically carry. The limits shown are acceptable to all of the municipalities in the area. (We are currently working for the City of Melbourne, the City of Satellite Beach, the Town of Indian Harbour Beach, Brevard County and Indian River County). This may be standard for work done on airport property. If that is the case please let us know.

A suggestion from our insurance company is a $1M Auto and $1M General Liability – and have us increase only the Umbrella, Going from $1M Umbrella to $5M. Still an additional cost but less than increasing to the limits shown on Exhibit A. Secondly, are these coverages also required for all subcontractors working on the project? We did not see that discussed on Exhibit A

RESPONSE: Current insurance coverages are dictated by Risk Management for all current work performed on airport property. This cannot be changed. It is up to the General Contractor to determine the limits they will accept from their subcontractors.
