About this opportunity
The Pennsylvania State Police (PSP) is soliciting bids for janitorial services at Troop J York, located at 101 North Main Street, York, Pennsylvania 17403. This is an Invitation for Bids (IFB) procurement requiring vendors to furnish all labor, equipment, and materials to perform janitorial services three days per week for a five-year contract term. The scope of work includes comprehensive cleaning requirements organized by frequency: daily tasks such as emptying waste baskets, mopping tile floors, and cleaning fixtures; weekly furniture dusting and chrome polishing; bi-weekly wall and door cleaning; monthly garage floor washing; quarterly window cleaning; semi-annual professional carpet steam extraction and general house cleaning; and specialized VCT floor stripping and waxing in April and September with protocols for asbestos-containing floors and RCA rubber flexi floors. All vendor staff must undergo federal fingerprint background checks through the Criminal Justice Information Services protocol, with state record checks conducted by PSP and forwarding of fingerprints to the Federal Bureau of Investigation for national criminal history checks. The procurement was posted on May 20, 2026, with written questions due by May 29, 2026 at 11:00 a.m. to RA-SPPSPBIDS@PA.GOV, and bids must be submitted electronically through the PA Supplier Portal at www.pasupplierportal.state.pa.us by June 5, 2026. A mandatory site visit is required prior to bid submission, which vendors must arrange by contacting Justin Gantz at 717-428-1011; the completed and signed Proof of Visit form must be submitted with the bid or the bid will be rejected. The contract will be awarded to the lowest responsive and responsible bidder on an established price contract basis, with the Commonwealth reserving the right to extend for up to three months on the same terms and conditions.
This procurement is restricted to certified Pennsylvania Micro Businesses through the state's Small Business Procurement Initiative, and vendors must provide current Pennsylvania Micro Business Certification with their bid submission. All bidders must also submit a completed Worker Protection and Investment Certification Form (BOP-2201) affirming compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws covering workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, and employment records inspection requirements. Additionally, vendors must provide proof of insurance listing PSP as the certificate holder with additional insured language, and vendors must be registered in the PA Supplier Portal and obtain a vendor number prior to bid submission. No incumbent vendor or current contractor information is specified in the procurement documents, and no specific budget range or award value is disclosed; instead, pricing is to be submitted by vendors using the provided Cost Matrix form with 12 units per year across all five contract years. Payment will be made through Automated Clearing House (ACH) within thirty days of proper invoice receipt, and the Commonwealth is exempt from all excise taxes and state and local sales taxes.
