The contract requires vendors to furnish all labor, equipment, and materials to perform janitorial services three days per week in compliance with all specifications provided. Written questions must be submitted by May 29, 2026 at 11:00 a.m. to RA-SPPSPBIDS@PA.GOV, and all bids must be submitted electronically through the PA supplier portal at www.pasupplierportal.state.pa.us. Bidders are required to complete and submit a signed Proof of Visit form authorized by the Station Commander or site representative, the BOP-2201 Worker Protection and Investment form, current PA Micro Business Certification, and proof of insurance naming PSP as certificate holder with additional insured language.

The certification form requires contractors to affirm compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws, including regulations covering workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, employment medical examinations, farm labor, wage payment and collection, construction industry employee verification, healthcare overtime limits, apprenticeship and training, and employment records inspection. Contractors must acknowledge that false certifications subject them to contract termination, three-year bid ineligibility under 62 Pa. C.S. 531, and penalties under 18 Pa. C.S. 4904 for unsworn falsification to authorities. The certifying official must report any changes in compliance status to the purchasing agency immediately and must be duly authorized to execute the certification on behalf of the contractor or grantee.
