About this opportunity
Provo City School District in Utah is requesting proposals for adoption of elementary and secondary social studies curricula across 13 elementary schools (grades 4–6), 2 middle schools (grades 7–8, including Utah Studies and US History 1), and 3 high schools (grades 9–12, including Geography, World History, US History 2, and Government & Citizenship), with proposals due October 7, 2026 at 2:00 p.m. Mountain Time. All curriculum materials must be available through the Mountain State Schoolbook Depository, as the district will issue all purchase orders directly to that vendor—a mandatory distribution channel that filters eligible respondents.
The district serves approximately 8,813 students in grades 4–12 and 143 social studies teachers. Curricula must align with Utah Core Standards emphasizing disciplinary thinking and inquiry; include comprehensive teacher resources with primary and secondary sources; provide accessible, differentiated materials for multilingual learners, students with disabilities, and advanced learners; incorporate varied instructional design including pacing guides and inquiry- and project-based learning; and deliver assessment design with diagnostic, formative, and summative measures across multiple Depth of Knowledge levels. Student licenses must be transferable between grades to accommodate year-to-year enrollment fluctuations. The district anticipates a single contract award to the highest-scoring responsive and responsible vendor.
The resulting contract will have a seven-year initial term with possible one- to three-year renewal options. All pricing must be guaranteed for the entire contract period; any price adjustments require 30 days' notice and supporting documentation. Vendors must specify cost per student license, cost per site/school license, and cost per teacher license for the initial two-year period, plus shipping, handling, and professional development costs. Initial and ongoing professional development must be available for summer teacher trainings in June and August. Contractors must carry commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, comply with E-Verify requirements, and execute the district's Standard Student Data Privacy Agreement incorporating FERPA, PPRA, COPPA, and Utah-specific data protection requirements. The evaluation committee will assess alignment with Utah standards, instructional quality, material accessibility, design approach, assessment rigor, and training and support offerings using a four-point scoring rubric. The anticipated final committee recommendation is March 2027, with Board of Education award approval in April 2027.
