About this opportunity
Provo City School District's Purchasing Department is soliciting sealed bids for 400 Ruckus R770 Wi-Fi 7 tri-band wireless access points (or approved equivalent products) and 400 one-year licenses for control and software upgrades through the E-Rate program. All equipment must be new with no used or refurbished items accepted, and vendors must comply with all E-Rate regulations, including maintaining a valid Service Provider Identification Number (SPIN) and filing a timely Service Provider Annual Certification (SPAC). Bids must be submitted electronically through the Utah Public Procurement Place (U3P/Bonfire/Euna) platform by March 23, 2026, at 2:00 PM MST. The evaluation process consists of two stages: Stage 1 technical evaluation worth 650 points, assessing compatibility with district systems (250 points), prior experience with similar organizations (150 points), local or in-state vendor presence (100 points), and responsiveness to RFP terms and E-Rate requirements (150 points); and Stage 2 cost evaluation worth 350 points, calculated on a comparative formula against the lowest submitted bid. The contract will be awarded to a single responsive and responsible vendor with the highest overall evaluation score, with a one-year contract term during which pricing must be guaranteed. The District reserves the right to reject proposals that do not meet specified requirements and retains sole authority to determine product equivalence and compatibility.
There are no identified set-aside designations or restrictions limiting bidder eligibility based on business classification or disadvantaged enterprise status. All vendors must participate in the E-Rate program and comply with applicable federal and state laws, including anti-boycott provisions under Utah Code and certifications regarding forced labor and restricted foreign entities. Vendors may be subject to background checks at the District's discretion. The procurement documents do not identify any incumbent vendors, current contractors, or existing infrastructure requiring integration beyond the District's current systems and the E-Rate program requirements. Standard terms and conditions require contractors to provide delivery within five days of purchase order receipt with F.O.B. destination shipping at contractor expense, maintain a one-year warranty covering product performance and defect-free goods, and carry commercial general liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate. No specific budget or award value is disclosed in the solicitation documents; however, the total contract value will be based on the quantity of 400 access points and licenses at the lowest responsive and responsible bid price.
