About this opportunity

The City of Philadelphia is requesting proposals to provide qualified personnel to supplement existing staffing resources and support operational, administrative, and programmatic needs, with proposals due October 21, 2026. No mandatory set-aside or participation goal applies; however, respondents must demonstrate best and good faith efforts to include Small Business Enterprises (SBEs) and Local Business Entities (LBEs) in their proposals and must submit a completed Solicitation & Participation Form documenting those efforts. Local Business Entity status and Local Impact Certification are optional factors in proposal evaluation under Philadelphia Code Section 17-109(3)(b), available to applicants maintaining principal place of business within the City or satisfying supplemental residency, worksite, or receipt thresholds.

The scope encompasses four key positions: Chief of Medical Operations (reporting to the Commissioner of Prisons, requiring MBA in health care administration or equivalent and 10+ years senior health care administration experience); Director of Chaplaincy Services (35–40 hours per week, 52 weeks per year, requiring 3–5 years chaplaincy or pastoral care experience with at least one year in leadership); Executive Assistant for the Division of Reentry (approximately 37.5 hours per week in hybrid arrangement, requiring bachelor's degree with two years administrative management experience, or associate's degree with three years advanced administrative work, or high school diploma with five years advanced administrative experience); and Executive Director of the Office of Reentry Partnerships (exempt position requiring bachelor's degree, 10+ years relevant work experience with at least 7 years in leadership within public safety, criminal justice, social services, or public health). All positions require background clearances including criminal, FBI, and child abuse checks.

The anticipated annual staffing cost is $534,278.00 (Chief of Medical Operations $237,828.00; Director of Chaplains $70,040.00; Executive Assistant $75,000.00; Executive Director of Reentry Partners $151,410.00), effective February 1, 2027. No Cost of Living Adjustment is approved for any salaried position; salary modifications require prior Contract Administrator approval. The contract term is not to exceed one year without City Council authorization; additional terms may be added at the City's sole discretion, with combined initial and additional terms not exceeding five years unless otherwise authorized by ordinance. Proposals must include cost proposal, Statement of Financial Capacity, audited or unaudited financial statements or IRS Form 990, bankruptcy disclosure for the past five years, completion of Appendix C (Tax and Regulatory Status and Clearance Statement), and disclosure of local political contributions under Philadelphia Code Chapter 17-1400. All submissions are made electronically through eContractPhilly.
