About this file
This is a Staff Augmentation Questions and Answers document (Addendum 3) for a City of Philadelphia staffing support contract opportunity (RFP 21260908154952). The City seeks qualified personnel to supplement existing staffing resources across four positions: Chief of Medical Operations, Director of Chaplaincy Services, Executive Assistant for the Division of Reentry, and Executive Director of the Office of Reentry Partnerships. All positions require background clearances including criminal, FBI, and child abuse checks. The positions are currently filled, and onboarding and screening costs are associated only with future replacements or new hires. Proposals were due October 21, 2026, with a contract effective date of February 1, 2027. The contract term does not exceed one year without City Council authorization, with combined initial and additional terms not exceeding five years unless otherwise authorized by ordinance.
The anticipated annual staffing cost is $534,278.00, comprising Chief of Medical Operations at $237,828.00, Director of Chaplains at $70,040.00, Executive Assistant at $75,000.00, and Executive Director of Reentry Partners at $151,410.00. All four positions are salaried with no overtime pay for hours exceeding 37.5 per week. An administrative rate of 5 percent to 7.5 percent applies. No set-aside or participation goal is mandatory; however, respondents must demonstrate best and good faith efforts to include Small Business Enterprises and Local Business Entities and must submit documentation of those efforts. Periodic salary increases are anticipated upon approval, typically at 3 percent frequency. The contractor must propose timekeeping systems, benefit structures (PTO, health, dental, 401K), and reimbursable items subject to budget approval. No Cost of Living Adjustment is approved for any salaried position, and salary modifications require prior Contract Administrator approval. The contractor is not responsible for day-to-day employee supervision or performance management. Submissions are made electronically through eContractPhilly.
