About this file

This file is a Local Business Entity or Local Impact Certification form issued by the City of Philadelphia for applicants seeking consideration as a positive factor in the City's evaluation of their proposals. The certification document outlines two distinct pathways for qualification: Local Business Entity status and Local Impact Certification. Applicants pursuing Local Business Entity designation must demonstrate compliance with specific criteria established under Section 17-109(3)(b) of the Philadelphia Code, including filing a Business Income and Receipts Tax return with the City within the preceding 12 months and maintaining continuous valid Commercial Activity Licenses and all necessary permits during the preceding 18 months. Additionally, applicants must either establish their principal place of business within the City or satisfy at least two of three supplemental requirements: maintaining more than 60% of full-time employees as Philadelphia residents, having more than 50% of full-time employees work in the City at least 60% of the time, or reporting more than 75% of gross receipts as Philadelphia receipts. The Local Impact Certification pathway requires applicants to certify their commitment to employ City residents and perform contract work within the City.

The certification is presented as Appendix D to an RFP related to providing qualified personnel to supplement existing staffing resources and support operational, administrative, and programmatic needs in Pennsylvania. Applicants must complete the form by checking all applicable certification options and providing authorized signatures with dates and printed names and titles. The form includes checkboxes for different certification criteria but does not specify deadlines, pricing structures, contract terms, award dates, or funding information within this particular document.
