Broward County Board of County Commissioners' Purchasing Division is requesting proposals for a Project Specialist for Continental Europe Travel Trade to support the Greater Fort Lauderdale Convention and Visitors Bureau under an open-end contract, with proposals due September 9, 2026 at 2:00 p.m. via the BPRO electronic procurement system. No set-asides, prevailing wage requirements, or licensing restrictions apply.
The scope encompasses project management and promotional activities across Continental European travel trade markets, including participation in major trade shows (ITB Berlin, UNIQUE Switzerland, MyCruise Denmark, Going Italy, and Showcase USA-Italy), attendance at media marketplace events, execution of roadshows across multiple countries, and organization of destination preview missions to Greater Fort Lauderdale. The vendor must deliver detailed proposals for each activity with cost breakdowns (registration, travel for representatives, marketing and sponsorship fees); quarterly market research and trend analysis specific to Continental European outbound travel; and updated lists of top-producing Continental European tour operators every six months.
The estimated contract budget is $99,900. The initial contract period is one year from the date of award, with renewal intent to be communicated before expiration. The County reserves the right to renew for up to two additional one-year terms, not to exceed five years total, unless extended by Board action. All pricing must be firm with no escalation mechanisms. The vendor must perform 100 percent of the contract scope without subcontracting or outsourcing.
Evaluation criteria include ability of professional personnel (resumes, certifications, organization charts, key team member identification); project approach detailing methodologies for each event and activity; past performance with three references from similar work completed within the past three years demonstrating on-time and on-budget completion; and vendor workload assessment confirming capacity to meet project-specific time and budget requirements. Commercial General Liability, Business Automobile Liability (if applicable), and Workers' Compensation insurance are required, with Broward County named as Additional Insured. All insurance providers must carry an A.M. Best rating of A- or better and financial size category class VII or greater.
