About this opportunity
The Ontario International Airport Authority (OIAA) is seeking Project Management and Construction Management (PMCM) firms to support its Capital Improvement Program (CIP) and Tenant Improvement Program (TIP) at Ontario International Airport. The procurement is a Request for Proposals (RFP) for comprehensive project management services covering airside, landside, and terminal projects, with potential delivery methods including design-bid-build, design-build, progressive design-build, construction manager at risk (CMAR), and construction manager general contractor (CMGC). Key deliverables include staff augmentation, design reviews, risk management, quality assurance, compliance monitoring, construction inspection, and project closeout administration. The evaluation will be points-based, with 80% of points allocated to PMCM qualifications and 20% to prior experience. Critical staffing requirements include a Principal in Charge, Senior Project Manager, and Construction Managers who will provide on-site support based on project schedules. The pre-proposal virtual meeting is scheduled for March 6, 2025, at 11:00 AM, with questions due by March 14, 2025, at 2:00 PM. Proposals are due by April 9, 2025, at 2:00 PM, with an initial contract term of three years and potential for two one-year extensions.
The OIAA has established specific small business and diversity requirements for this procurement, including a 10% Small Business Enterprise (SBE) goal and eligibility for Disadvantaged Business Enterprise (DBE) firms. Proposers offering less than 10% SBE participation will be required to submit Good Faith Effort documentation. The contract will require commercial general liability coverage of $2 million per occurrence with a $4 million aggregate. While a specific total contract value is not explicitly stated, the project list indicates a comprehensive airport modernization effort involving multiple concurrent projects, including taxiway construction, terminal infrastructure renewals, utility upgrades, zero emissions initiatives, road and parking lot reconstructions, and jet bridge replacements. The selected PMCM firm will be expected to work collaboratively with the OIAA, demonstrating expertise in airport projects and the ability to minimize operational impacts. The procurement is open to firms that can showcase a strategic, innovative approach to project management, with a focus on preventing issues, analyzing situations critically, and maintaining project scope, schedule, and budget integrity.
