About this file

This document is a Request for Qualifications (RFQ) issued by the Ontario International Airport Authority (OIAA), a joint-powers authority formed between the City of Ontario and San Bernardino County in California. The RFQ solicits proposals from Project Management and Construction Management (PMCM) firms to provide comprehensive services for Ontario International Airport's Capital Improvement Program (CIP) and Tenant Improvement Program (TIP). The contract will be a three-year agreement with two potential one-year extensions, to be awarded in Q4 2022. The PMCM services will cover airside, landside, and terminal projects, with potential delivery methods including design-bid-build, design-build, progressive design-build, construction manager at risk, and construction manager general contractor. The RFQ outlines a two-step selection process: first, firms will submit a Statement of Qualifications (SOQ), after which a shortlist will be created, and then those firms will be invited to submit detailed proposals.

The RFQ establishes a Small Business Enterprise (SBE) participation goal of 10% and a Disadvantaged Business Enterprise (DBE) goal of 13% for federally funded projects. The total contract value is not explicitly stated, but the document indicates that the PMCM will be responsible for managing multiple concurrent projects with varying scopes, including parking lot improvements, terminal upgrades, airfield rehabilitation, and tenant development projects. The selected firm will be expected to provide staff augmentation, with key roles including an Executive Advisor, Project Director, Senior Project Managers, and Construction Managers. Insurance requirements include commercial general liability coverage of $2 million per occurrence with a $4 million aggregate, and the contract emphasizes the need for responsive, adaptable services that can minimize operational impacts at the active airport campus.

The OIAA is the Owner and will be accountable for all the OIAA and airport tenant airside, landside and terminal programs and projects. The OIAA will oversee, direct, manage, and lead the PMCM firm / team in the execution of their professional services. The OIAA and PMCM will jointly be known as the OIAA Program Management Team (OIAA PMT). The OIAA is currently involved in the planning, approval, implementation phases to undergo transformative construction and development for ONT’s capital improvement program (CIP) and tenant improvement (TIP) programs across the airport campus. To ensure the success of the programs, the OIAA will require PMCM services including staff augmentation. The CIP and TIP may be delivered using any of the following alternative delivery methods: design-bid-build; design-build; progressive design-build; construction manager at risk (CMAR); construction manager general contractor (CMGC). It is possible other forms of alternative delivery methods may also be used.

The OIAA PMT is committed to being goal oriented, organized, collaborative and innovative. The team of staff and consultants is dedicated to approaching projects with a positive attitude, analyzing, and evaluating situations critically and strategically to help prevent issues before they happen, and being open to new ideas while minimizing risk to the OIAA and the project scope, schedule and budget. The OIAA has established a CIP and the PMCM is required and expected to assist the airport in evaluating, advancing, implementing, and delivering the CIP based on and using their experience and knowledge.

· Step 2 Request for Proposal (RFP): In response to the RFP, the short-listed firms/teams will each submit a Proposal with specific information requested by OIAA. After evaluating the Proposals, OIAA will select the PMCM firm / team.

After selecting the PMCM firm / team, OIAA will initiate Negotiations with the selected Respondent. If OIAA is unable to negotiate a contract with the selected Respondent, OIAA will, formally and in writing, end negotiations with that Respondent and proceed to the next Respondent in the order of the selection ranking until a contract is reached or all proposals are rejected.

Firms/Teams must carefully examine the terms of the RFQ / RFP, attachments, required forms, and any addenda, and evaluate all the circumstances and conditions affecting its SOQ and RFP response at its own expense. OIAA is not liable for any cost associated with the development, preparation, transmittal, or presentation of any proposal or material submitted.
