About this opportunity
The Waukesha County Department of Public Works, Wisconsin, is soliciting professional services for a comprehensive Administration Center Study through a Request for Proposal issued March 12, 2026, with proposals due April 2, 2026, at 2:00 p.m. CDT/CST via the Waukesha County Bonfire Purchasing Portal. The County seeks a qualified firm with registered architects, engineers, or planners capable of assembling a multidisciplinary project team to analyze the reconfiguration and potential renovation of the existing 1993 Administration Center located at 515 W. Moreland Boulevard. Key deliverables include a comprehensive space program, schematic design documents, building code and ADA compliance analysis, preliminary cost estimates, and life cycle analysis addressing customer service improvements, departmental workflow optimization, technology infrastructure needs, confidentiality and security requirements, and employee wellness considerations. Eligible firms must have registered Wisconsin professionals with a minimum of five years of experience in office and municipal facility programming, planning, and design, and must include at least one LEED-accredited architect experienced in sustainable design. The RFP includes a pre-proposal conference scheduled for March 19, 2026, at 9:00 a.m. at the Waukesha County Courthouse, with questions due March 26, 2026, at 2:00 p.m. The evaluation criteria weights experience and qualifications at ten percent, staff experience including sub-consultants at thirty-five percent, content and quality of response including work plan and timetable at forty-five percent, and cost at ten percent. The contract is expected to be executed approximately June 1, 2026, with the completed study required by October 1, 2026, and notice of interviews scheduled for April 16, 2026, with interviews conducted the week of April 27, 2026.
No specific set-aside designations for disadvantaged enterprises are detailed in the available solicitation documents, though the procurement permits use of sub-consultants or joint ventures provided eligibility requirements are satisfied, allowing qualified firms to partner with specialized consultants. No incumbent vendors or current contractors are identified in the contract opportunity materials. The total project budget is fixed at $150,000, which must cover all professional fees, reimbursable costs, and support services; the County will retain five percent of fees until final project acceptance. Existing documentation provided includes 1993 and 1996 Administration Center construction and remodel drawings, a 2011 Jahnke site survey, 2020 utility survey information, space planning and design standards established by the Waukesha County Space Committee, and detailed courthouse facility plans and specifications that provide technical context for the Administration Center evaluation. The contract will be governed by the AIA Document B101-2017 Standard Form of Agreement between Owner and Architect as modified by the County, and requires contractors to maintain Commercial General Liability insurance of $1,000,000, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000 per claim. All quoted conditions and prices must remain firm for ninety calendar days from the opening date, and submissions must include the completed signature page and all required submittal documents to be eligible for award.
