About this opportunity

The City of DeLand is requesting qualifications from professional engineering consultants to provide continuing contract services for stormwater master planning, analysis, and design support, with submissions due August 18, 2026 at 2:00 PM. The procurement is structured under Florida's Consultants' Competitive Negotiations Act (Chapter 287.055, F.S.), which means final fees will be negotiated after selection rather than competed on price in the RFQ phase.

The scope encompasses conventional and innovative stormwater infrastructure design, best management practices design, mitigation planning, permitting and compliance with regulatory agencies (SJRWMD, FDEP, FWC, ACOE), construction support, floodplain design and permitting, hydrologic and hydraulic modeling, drainage feasibility studies, TMDL and BMAP compliance assistance, and grant-securing support. The consultant must serve as a subject matter expert in engineering standards and practices for stormwater-related projects.

The consultant must carry professional liability insurance of $3,000,000 per claim, workers' compensation per Florida Statutes Chapter 440, and comprehensive general and auto liability with combined single limits of $1,000,000 per occurrence. Certificates of insurance are due thirty days prior to work commencement. All contractors must comply with E-Verify, certify drug-free workplace status, and provide certifications regarding scrutinized company lists under Florida Statutes Section 287.135.

Evaluation is scored on a 100-point scale: Project Team and Staff Credentials (30 points), Technical Approach to Projects (20 points), Quality Control (10 points), Related Experience (30 points), and References (10 points). The City will shortlist a minimum of three top-ranked firms for presentations and interviews; shortlisted firms receive limited site access prior to presentations. Questions are due August 11, 2026 at 5:00 PM. Responses must include four paper copies and one electronic copy. In case of tie scores, Drug-Free Workplace certification is the first tiebreaker, followed by highest scores in highest-weighted criteria, then lot drawing.
