About this file
This is Addendum #1 to a Request for Qualifications (RFQ) issued by the City of DeLand, Finance Department, for Professional Engineering Continuing Consultant Services for Stormwater Master Planning & Analysis (RFQ-26-01). The City seeks qualified professional engineering consultants to provide continuing contract services for stormwater master planning, analysis, design support, hydrologic and hydraulic modeling, permitting and compliance assistance with regulatory agencies, construction support, floodplain design, drainage feasibility studies, TMDL and BMAP compliance, and grant-securing support. Submissions were originally due August 18, 2026, at 2:00 PM, with a deadline for questions of August 11, 2026, at 5:00 PM. The initial contract term is five years with two one-year renewal options. Responses must include project descriptions accompanying reference contact information, with Tab 5 consisting of a maximum of 15 pages (six projects at two pages each plus a one-page list of other relevant projects). The City intends to select a single consultant demonstrating experience in both stormwater improvement projects and master planning and analysis. Shortlisted firms, selected from a minimum of three top-ranked consultants, will receive limited site access prior to presentations and interviews. Electronic submission through VendorLink is acceptable as an alternative to paper copies.
The procurement is structured under Florida's Consultants' Competitive Negotiations Act (Chapter 287.055, F.S.), meaning final fees will be negotiated after selection rather than competed on price during the RFQ phase. No anticipated contract value, annual budget, or upset limit has been established. The consultant must carry professional liability insurance of $3,000,000 per claim, workers' compensation per Florida Statutes Chapter 440, and comprehensive general and auto liability with combined single limits of $1,000,000 per occurrence, with certificates due thirty days prior to work commencement. All contractors must comply with E-Verify requirements, certify drug-free workplace status, and provide certifications regarding scrutinized company lists under Florida Statutes Section 287.135. Evaluation is scored on a 100-point scale: Project Team and Staff Credentials (30 points), Technical Approach to Projects (20 points), Quality Control (10 points), Related Experience (30 points), and References (10 points). In case of tie scores, Drug-Free Workplace certification is the first tiebreaker, followed by highest scores in highest-weighted criteria, then lot drawing.

August 5, 2026 Addendum #1
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: The submittal requirements state that Tab 1 (Introduction) is limited to a maximum of two pages, but Tab 1 also lists several required forms (Public Entity Crime Form, Non-Collusion Affidavit, W-9, etc.). Please clarify what elements in Tab 1 are counted towards the two-page limit.
A: Required forms will not be counted against the page number amount.
2. Q: The RFQ states that Tab 5 allows a maximum of two pages per project for up to six projects. Item 9 in this section then separately requests a one-page list of other relevant projects. Please clarify whether the one-page list is intended to be in addition to the six project write-ups, which appears to be a maximum of 13 pages total.
A: Yes, it is to be in addition to the listed six projects, page limit for Tab 5 is now 15 pages.
3. Q: The evaluation criteria listed under Tab 6 appear to assess project performance (successful execution, responsiveness, cost estimating, and schedule performance), but the RFQ does not specify what information proposers should submit for their references. Please clarify the required format and content for Tab 6, including the expected number of references to provide and whether any project descriptions or narratives should accompany the reference contact information.
A: Project descriptions should accompany the reference contact information.
4. Q: The RFQ includes both Stormwater Improvement Projects and Master Planning & Analysis.
However, many of the project information items requested in Tab 5 appear to relate primarily to Stormwater Improvement Projects. Does the City expect firms to demonstrate experience in both service areas within the six representative projects?
A: Yes,
5. Q: Does the City intend to select a single consultant for the full scope of services, or multiple consultants based on their respective areas of expertise, either Stormwater Improvement Projects or Master Planning & Analysis?
A: The City’s intention is to have a single consultant.
6. Q: The RFQ indicates that electronic submission is now available through VendorLink, while the submittal requirements describe four hard copies and a USB. If a complete response is submitted electronically through VendorLink, are the hard copies and USB still required, or is the electronic submission an acceptable alternative?
