About this file

This is a public meeting notice issued by the City of DeLand Finance Department regarding a Selection Committee meeting for Request for Qualifications #RFQ-26-01 for Professional Engineering Continuing Consultant Services for Stormwater Master Planning & Analysis. The City seeks qualified professional engineering consultants to provide continuing contract services encompassing stormwater master planning, analysis, design support, best management practices design, permitting and regulatory compliance, construction support, hydrologic and hydraulic modeling, drainage feasibility studies, and grant-securing assistance. Submissions were due August 18, 2026 at 2:00 PM, with questions due August 11, 2026 at 5:00 PM. The Selection Committee meeting is scheduled for September 1, 2026 at 10:00 AM in the Brock Conference Room at City Hall, 120 S. Florida Avenue, DeLand, FL 32720. The procurement follows Florida's Consultants' Competitive Negotiations Act (Chapter 287.055, F.S.), meaning final fees will be negotiated after consultant selection rather than competed during the RFQ phase.

Evaluation of submissions is scored on a 100-point scale addressing Project Team and Staff Credentials (30 points), Technical Approach to Projects (20 points), Quality Control (10 points), Related Experience (30 points), and References (10 points). The City will shortlist a minimum of three top-ranked firms for presentations and interviews, with shortlisted firms receiving limited site access prior to presentations. Required insurance includes professional liability coverage of $3,000,000 per claim, workers' compensation per Florida Statutes Chapter 440, and comprehensive general and auto liability with combined single limits of $1,000,000 per occurrence, with certificates due thirty days prior to work commencement. All contractors must comply with E-Verify requirements, certify drug-free workplace status, and provide certifications regarding scrutinized company lists under Florida Statutes Section 287.135. Responses must include four paper copies and one electronic copy. In case of tied scores, Drug-Free Workplace certification serves as the first tiebreaker, followed by highest scores in highest-weighted criteria and lot drawing.
