About this file

This is a Public Meeting Notice issued by the City of DeLand Finance Department regarding a Selection Committee meeting for Request for Qualifications #RFQ-26-01 for Professional Engineering Continuing Consultant Services for Stormwater Master Planning & Analysis. The City is soliciting qualifications from professional engineering consultants to provide continuing contract services encompassing stormwater infrastructure design, best management practices, mitigation planning, permitting and regulatory compliance, construction support, floodplain design, hydrologic and hydraulic modeling, drainage feasibility studies, TMDL and BMAP compliance assistance, and grant-securing support. Qualifications submissions were due August 18, 2026 at 2:00 PM, with questions required by August 11, 2026 at 5:00 PM. Responses must include four paper copies and one electronic copy. The Selection Committee meeting is scheduled for September 9, 2026 at 2:00 PM in the Brock Conference Room at City Hall. Shortlisted firms—a minimum of three top-ranked firms—will receive limited site access prior to presentations and interviews. The procurement is conducted under Florida's Consultants' Competitive Negotiations Act (Chapter 287.055, F.S.), meaning final fees will be negotiated after selection rather than competed during the RFQ phase.

Evaluation criteria are scored on a 100-point scale: Project Team and Staff Credentials (30 points), Technical Approach to Projects (20 points), Quality Control (10 points), Related Experience (30 points), and References (10 points). The consultant must maintain professional liability insurance of $3,000,000 per claim, workers' compensation per Florida Statutes Chapter 440, and comprehensive general and auto liability with combined single limits of $1,000,000 per occurrence, with certificates due thirty days prior to work commencement. All contractors must comply with E-Verify, certify drug-free workplace status, and provide certifications regarding scrutinized company lists under Florida Statutes Section 287.135. In case of tie scores, Drug-Free Workplace certification serves as the first tiebreaker, followed by highest scores in highest-weighted criteria and then lot drawing. The City will accommodate individuals requiring disability accommodations or interpreters upon request made at least 48 to 72 hours in advance to the Purchasing Coordinator at 386-626-7078 or mcmillenc@deland.org.
