About this file
This is a public meeting notice issued by the City of DeLand's Finance Department regarding a Selection Committee meeting for Request for Qualifications #RFQ-26-01 for Professional Engineering Continuing Consultant Services for Stormwater Master Planning & Analysis. The City seeks qualified consultants to provide subject matter expertise and professional engineering services on a continuing contract basis for stormwater-related projects, including infrastructure design, best management practices, permitting, hydrologic and hydraulic modeling, drainage feasibility studies, and grant-securing support. Initial submissions were due August 18, 2026 at 2:00 PM, with questions required by August 11, 2026 at 5:00 PM. The Selection Committee will conduct interviews with three shortlisted firms—Gemini Engineering & Sciences, Inc., Jones Edmunds, and Halff Associates—on September 24, 2026 at 8:00 AM at the Utilities Administration Building in DeLand, Florida. Shortlisted firms received limited site access prior to the presentations. Responses required four paper copies and one electronic copy.
Evaluation is scored on a 100-point scale based on project team and staff credentials (30 points), technical approach (20 points), quality control (10 points), related experience (30 points), and references (10 points). The consultant must maintain professional liability insurance of $3,000,000 per claim, workers' compensation per Florida Statutes Chapter 440, and comprehensive general and auto liability with combined single limits of $1,000,000 per occurrence, with certificates due thirty days prior to work commencement. All contractors must comply with E-Verify requirements, certify drug-free workplace status, and provide certifications regarding scrutinized company lists under Florida Statutes Section 287.135. Fees will be negotiated after selection under Florida's Consultants' Competitive Negotiations Act (Chapter 287.055, F.S.), meaning price was not competed during the RFQ phase. In case of tied scores, drug-free workplace certification serves as the first tiebreaker, followed by highest scores in weighted criteria and lot drawing.
