About this file
This is an evaluation sheet document for a Request for Qualifications (RFQ) issued by the City of DeLand, Florida, for professional engineering continuing consultant services related to stormwater master planning and analysis. The City seeks qualified consultants to serve as subject matter experts in engineering standards and practices for stormwater-related projects, including conventional and innovative stormwater infrastructure design, best management practices, mitigation planning, permitting and regulatory compliance, construction support, floodplain design, hydrologic and hydraulic modeling, drainage feasibility studies, TMDL and BMAP compliance assistance, and grant-securing support. Submissions were due August 18, 2026 at 2:00 PM. The procurement follows Florida's Consultants' Competitive Negotiations Act, meaning final fees are negotiated after selection rather than competed during the RFQ phase. Questions regarding the RFQ were due by August 11, 2026 at 5:00 PM. The City will shortlist a minimum of three top-ranked firms for presentations and interviews, with shortlisted firms receiving limited site access prior to presentations. Responses must include four paper copies and one electronic copy.
Evaluation is scored on a 100-point scale with the following criteria: Project Team and Staff Credentials (30 points), Technical Approach to Projects (20 points), Quality Control (10 points), Related Experience (30 points), and References (10 points). The consultant must carry professional liability insurance of $3,000,000 per claim, workers' compensation per Florida Statutes Chapter 440, and comprehensive general and auto liability with combined single limits of $1,000,000 per occurrence, with certificates of insurance due thirty days prior to work commencement. All contractors must comply with E-Verify requirements, certify drug-free workplace status, and provide certifications regarding scrutinized company lists. In case of tied scores, Drug-Free Workplace certification serves as the first tiebreaker, followed by highest scores in highest-weighted criteria and lot drawing.
