About this file
This Addendum #2 pertains to the City of DeLand's Request for Qualifications (RFQ-26-01) for Professional Engineering Continuing Consultant Services for Stormwater Master Planning & Analysis. The City seeks qualified professional engineering consultants to provide continuing contract services encompassing stormwater master planning, analysis, design support, best management practices design, mitigation planning, permitting and regulatory compliance, construction support, floodplain design, hydrologic and hydraulic modeling, drainage feasibility studies, TMDL and BMAP compliance assistance, and grant-securing support. The submission deadline is August 18, 2026 at 2:00 PM. Prospective contractors must submit four paper copies and one electronic copy of their responses. Questions regarding the RFQ were due August 11, 2026 at 5:00 PM. The City will shortlist a minimum of three top-ranked firms for presentations and interviews, with shortlisted firms receiving limited site access prior to their presentations.
The procurement is structured under Florida's Consultants' Competitive Negotiations Act (Chapter 287.055, F.S.), meaning final fees will be negotiated after selection rather than competed on price during the RFQ phase. Evaluation will be scored on a 100-point scale based on Project Team and Staff Credentials (30 points), Technical Approach to Projects (20 points), Quality Control (10 points), Related Experience (30 points), and References (10 points). This Addendum clarifies that proposers must include at least six references in Tab 6, that continuing services contracts with multiple relevant task orders may count as separate qualifying projects if they involve distinct drainage basin analyses, and that the final agreement will utilize the indemnification language contained in the sample agreement rather than the RFQ language. Required insurance includes $3,000,000 professional liability per claim, workers' compensation per Florida Statutes Chapter 440, and combined single limits of $1,000,000 per occurrence for general and auto liability.

August 13, 2026 Addendum #2
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: Please clarify the expected number of references to be included in Tab 6.
A: At least six references
2. Q: For Tab 5 Related Experience, does the City consider a continuing services contract with multiple relevant task orders to be one qualifying project, provided the submittal includes descriptions of the specific task orders performed under that contract?
A: If Drainage Basin Analysis for the entire basin has been performed and then focusing on one particular area within the same basin for further analysis, it can count as two qualifying projects.
3. Q: Would the City consider replacing the RFQ language with the indemnification language contained in the sample agreement?
A: Yes, indemnification language contained in the sample agreement (Attachment A) will be used in the final agreement.
Please note that the proposal opening date and time remains August 18, 2026 @ 2:00 P.M.
All other terms and conditions remain unchanged.
Sincerely, Corey McMillen, CPPB Purchasing Manager
