About this opportunity

The San Mateo County Probation Department is issuing an Informal Request for Proposals (RFP No. 2026-RFP-Informal-00409) to procure professional case note documentation training services for approximately 100-150 Deputy Probation Officers and administrative staff. The primary objective is to develop and deliver a comprehensive training program that standardizes the quality, legal defensibility, and accuracy of case notes across the department's supervision of approximately 2,500 adult and juvenile probationers. The training curriculum must address writing mechanics and formatting, objective documentation, case planning alignment, time management and compliance with 24-hour entry turnaround requirements, data privacy, and risk mitigation. Qualified proposers must demonstrate a minimum of three years of experience within the last five years providing similar training services, three years delivering training to probation or law enforcement staff, and must possess Standards and Training for Corrections (STC) certification or demonstrate the ability to obtain it. Evaluation criteria are weighted as follows: project approach (35 points), trainer qualifications and experience (35 points), interview performance (15 points), and pricing (10 points), with up to 5-10 additional preference points available based on local business status. The RFP was released on March 20, 2026, with a questions deadline of March 27, 2026 at 5:00 p.m., proposals due April 10, 2026 at 5:00 p.m., tentative interviews scheduled for April 17, 2026, and an anticipated contract award date of July 1, 2026. The contract term is three years, and proposers must be registered with the System for Award Management (SAM.gov).

The San Mateo County Probation Department offers procurement preference points for local businesses and non-profits as defined by San Mateo County Ordinance Code Chapter 2.89, with additional preference designations for small and micro businesses or non-profits. No incumbent vendors or current contractors are referenced in the available documentation. Cost estimates must follow Board of State and Community Corrections (BSCC) Policy and Manual standards for training providers, and proposals must be submitted electronically via the eProcurement system with a maximum page limit of eight pages. No pre-proposal conference or site visit will be conducted. While a specific budget ceiling is not explicitly stated in the available materials, the contract template references procurements under $200,000, suggesting the estimated award value falls within that range. Bidders should consult the complete RFP documentation for detailed pricing requirements, funding sources, and any other salient procurement specifications particular to this training program opportunity.

Opportunity text

The San Mateo County Probation Department (the "Department") is responsible for the supervision of approximately 2,500 adult and juvenile probationers. Probation represents the link between the application of appropriate consequences for illegal and delinquent behavior and the establishment of offenders transitioning to productive, law-abiding lives. This specialized criminal justice role of probation is a successful and cost-effective balance of both enforcement and treatment. Deputy Probation Officers (DPOs) are responsible for monitoring probationers in the community by enforcing court-ordered restrictions and providing access to rehabilitation programs as well as promoting victim safety and restoration.

The Department's primary purpose of enhancing public safety is achieved in three specialized ways: 1) investigating major elements of crimes/offenses, the impact upon victims, the criminal/offense histories and behavior of adults and juveniles, plus possible sentencing alternatives and providing this information to the Superior Court in the form of accurate and impartial reports and recommendations; 2) monitoring and supervising those placed on probation to ensure that court-ordered "conditions of probation" are obeyed and public safety is maintained; and 3) providing opportunities for probationers to receive treatment, resources, and services that will prevent future criminal/delinquent activities.

The Department's Professional Standards Unit coordinates and conducts mandated training for sworn officers as well as administrative professionals. The Department seeks responses to the Request for Proposals from qualified firms or individual consultants to develop and deliver a comprehensive training program on effective and compliant case note documentation.

The primary goal is to standardize the quality, legal defensibility, and accuracy of case notes across the department. The Department is looking for state-certified trainers who can bridge the gap between the "field observations" and "court-ready documentation."
