About this opportunity

The City of Santa Monica is soliciting professional auditing services from certified public accountants to conduct comprehensive financial audits for fiscal years 2023-24 through 2027-28. The scope of work includes auditing financial statements for governmental and business-type activities, major funds, federal awards, and specific programs such as the Big Blue Bus Fund and Air Quality Improvement Program. Qualified proposers must be Certified Public Accounting Firms with a minimum of 5 years of recent relevant experience, participate in a peer review program, and provide current peer review documentation. The evaluation criteria are points-based across seven categories: experience (20 points), quality control (20 points), cost of services (20 points), ability to meet project workplans (15 points), value-added services (10 points), stability/references (10 points), and potential interviews (5 points). Key dates include a question submission deadline of September 8, 2023, proposal submissions due October 3, 2023, at 3:00 pm, and potential interviews scheduled for October 23-25, 2023. The contract will be a five-year term, subject to annual review and satisfactory performance, with the City reserving the right to award to the most advantageous proposal.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Proposers located in or conducting business within Santa Monica must obtain a City business license and maintain professional liability insurance. The Living Wage Ordinance applies to contracts exceeding $54,200, requiring certification and compliance with a minimum wage of $19.73 per hour as of fiscal year 2023-24. Insurance requirements are comprehensive, mandating Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability insurance ($1,000,000 per occurrence with a $2,000,000 annual aggregate). While no specific budget range is provided, the contract requires a complete cost proposal with hourly fee schedules for all personnel, including fringe benefits and indirect costs. Subcontractors must meet the same insurance standards, with exceptions requiring written approval from the city's Risk Manager. The City of Santa Monica will be the primary contracting entity, with potential integration required with existing financial reporting systems and federal reporting requirements.
