About this file

This is a Proposer RFP Checklist document for the City of Santa Monica, California, which is soliciting professional auditing services from qualified certified public accountants. The City seeks to audit its financial statements for fiscal years 2023-24 through 2027-28 in accordance with generally accepted accounting standards in the United States, Government Auditing Standards issued by the Comptroller General of the United States, and U.S. Office of Management and Budget Circular A-133 governing audits of states, local governments, and non-profit organizations. The checklist emphasizes that proposers must read the entire RFP document, attend any pre-proposal conference offered, submit questions by the specified due date, and review all formal addenda posted on the City's online vendor portal, ProcureNow. Proposers are required to follow all formatting requirements, provide point-by-point responses to all sections, and submit signed acknowledgments for each issued addendum.

The document stresses the critical importance of timely submission, noting that late proposals are never accepted and proposers must adhere to all dates and times listed on the front page of the RFP document. Evaluation of proposals will be conducted solely on the information and materials provided in each response. Proposers should review the RFP document thoroughly before submission to ensure all mandatory requirements, supplies, services, contract requirements including insurance and performance reporting obligations, and other critical items have been addressed in their response.
