About this opportunity
The Nevada State Purchasing Division, on behalf of the Nevada Department of Administration/Mail Services Division, is requesting proposals for presort mail services and discounted postage rates in the Las Vegas area under RFP 08DOA-S3909, with proposals due July 21, 2026 at 1:00 p.m. Pacific Time. The State intends to award a maximum of two contracts. A five percent preference applies to Nevada-based businesses; an inverse preference may apply to vendors from states that offer in-state preferences not afforded to Nevada-based vendors.
The scope encompasses presort operations and daily delivery to USPS for First-Class letters and flats generated by Mail Services Division locations in Las Vegas and Carson City, plus collection and transport of parcels, Certified Mail, and Registered Mail. Mail pickups occur Monday through Friday between 4:00 p.m. and 4:45 p.m., with delivery to USPS on the same day as postmarking. All presort activities must comply with current USPS regulations and standards, including address hygiene requirements.
Mandatory minimum requirements include Nevada business license, active System for Award Management registration, Nevada data storage and encryption, and compliance with Nevada Law including an agreement not to engage in boycotts of Israel. The State requires monthly reports detailing sortation types, NCOA Move Update changes, and additional financial information as requested.
The initial contract term is four years, expiring October 31, 2030, with options to renew for two one-year extensions if agreed upon by all parties and determined to be in the State's best interest. The contract start date is October 14, 2026. Evaluation is weighted across five factors: Ability to Provide Discounts on Letters and/or Flats (25 percent), Reporting and Auditability (25 percent), References and Past Performance (15 percent), Chain of Custody and Security (10 percent), and Cost/Savings Factor (25 percent). Financial stability is scored on a pass/fail basis.
Questions are due June 30, 2026, with answers posted on or about July 2. References are due July 20, 2026 at 5:00 p.m. The Notice of Intent is estimated for July 28, 2026; Notice of Award for September 4, 2026; and Board of Examiners approval for October 13, 2026. Proposals must be submitted through nevadaepro.com. The State strongly prefers vendors accept the attached standard form contract and insurance schedule as written; vendors unable to comply must provide redlined versions with justifications.
