About this opportunity

Palm Beach County, Florida is soliciting qualifications from contractors to establish a prequalified list for an annual Indoor Air Quality (IAQ) Remediation Services contract (Project Number 2023-024092). This open-ended, continuing contracts procurement seeks qualified contractors to provide comprehensive IAQ remediation services on an as-needed basis through individual work orders over a five-year term. The scope of services includes emergency response, water extraction, HVAC system cleaning, water damage remediation, mold remediation, building dehumidification, air scrubbing, ventilation work, building envelope assessment, drywall and cavity repair, painting, encapsulation, infectious disease sanitization, and blood-borne pathogen cleanup throughout Palm Beach County. Qualified contractors must demonstrate a minimum of three years of relevant business experience and must have successfully completed at least $100,000 in mold-related service projects annually for each of the past three years. All applicants are required to maintain a current Florida State or Palm Beach County Mold Remediator license for at least three years and must be properly registered to do business in Florida with demonstrated financial stability. Contractors offering blood-borne pathogen cleaning services must possess current OSHA Blood-borne Pathogen Certification. Sealed qualification packages were due by 2:00 P.M. on May 23, 2023, submitted to the Palm Beach County Facilities Development and Operations Department Capital Improvement Division at 2633 Vista Parkway, West Palm Beach, Florida, with a non-mandatory but strongly recommended WebEx pre-submission conference held on May 10, 2023. The County maintains this as an ongoing open qualification process, allowing contractors to submit applications at any time throughout the contract term at least 10 calendar days before specific project bid due dates to be considered qualified.

This procurement includes set-aside designations under Palm Beach County's Equal Business Opportunity (EBO) program with specific requirements for Small Business Enterprise (SBE), Minority Business Enterprise (MBE), and Women Business Enterprise (WBE) participation. SBEs receive sheltered market preferences for projects valued at $100,000 or below, and certified SBEs are eligible for a 10% price preference on single-trade contracts. All contractors must comply with Palm Beach County living wage requirements, currently set at $13.67 per hour as of October 1, 2022. Bonding requirements include a waiver of bid security and performance bonds for work orders under $200,000 where cumulative open work orders do not exceed $200,000; however, individual work orders exceeding $200,000 or cumulative amounts exceeding $200,000 require a Public Construction Bond equal to 100% of the work order amount. Contractors must maintain commercial general liability insurance with minimum limits of $500,000 per occurrence (or $1,000,000 for contracts exceeding $500,000) and workers' compensation coverage, with Palm Beach County named as additional insured. The contract has an initial not-to-exceed cumulative value of $3,000,000 over the five-year term, with individual work orders anticipated to be generally less than $100,000, though larger orders may be issued. The project is funded with non-federal funds, and no incumbent vendors are identified in this prequalification process.
