About this opportunity
Palm Beach County, Florida is issuing a prequalification advertisement for an annual contract to establish a qualified contractor list for electrical services on an as-needed basis throughout the county. The procurement seeks contractors capable of furnishing all materials, labor, supervision, equipment, supplies, fees, expertise, and related services for electrical construction projects. Qualified contractors must demonstrate a minimum of five years of relevant electrical services business experience and have successfully completed a minimum of $300,000 in electrical projects annually for each of the previous three years. Applicants must possess a valid Florida certified or registered building contractor's license, a valid general contractor's license (CGC), or specialty contractor certification for a minimum of five years. Sealed qualification packages must be received by 2:00 P.M. on July 24, 2024, at the Palm Beach County Facilities Development and Operations Department Capital Improvement Division located at 2633 Vista Parkway, West Palm Beach, Florida. Contractors must submit completed qualification applications at least 10 calendar days before project bid due dates to be eligible to bid on work orders, and the County will act upon applications within 20 business days of receipt. Individual work orders issued under this annual contract will generally be valued at $100,000 or less, though larger projects may be awarded, and awards will be made to the lowest responsive, responsible bidder after consideration of applicable preferences.
The contract incorporates Small/Minority/Women-Owned Business Enterprise (S/M/WBE) preferences and local preferences in the evaluation and award process, with firms required to comply with living wage requirements, equal business opportunity programs with applicable S/M/WBE participation goals, and commercial non-discrimination policies. Contractors must also comply with e-verify employment eligibility verification requirements and permit the County to verify all supplied information, including investigation of the contractor's ability to perform, litigation history, financial stability, and past performance. Bid security of 5% is required for work orders of $200,000 or more, and a public construction bond equal to 100% of the work order is required when cumulative open work orders exceed $200,000 or for individual work orders exceeding $200,000. The contract may be awarded for up to five years with an initial not-to-exceed cumulative amount of $11,000,000, and the County maintains an open qualification process, allowing additional qualified contractors to be added at any time during the contract term. No bid security or public construction bond is required with the qualification package; bonding requirements will be specified in individual work order invitations. Qualification documents and applications are available through the County's online Vendor Self-Service system at https://pbcvssp.pbc.gov/vssprd/Advantage4 or by contacting FDO-CID-Bids@pbc.gov or (561)233-0261. The contract is funded with non-Federal funds.
