About this opportunity

Palm Beach County is soliciting qualifications for an annual contract for flooring repair and replacement services, with qualification packages due March 4, 2026, at 2:00 p.m. at 2633 Vista Parkway, West Palm Beach. The county applies a 25% Small Business Enterprise subcontracting participation goal and offers a 5% local preference to bidders with a permanent place of business in Palm Beach County.

Contractors must hold a valid building contractor's license, certified or registered general contractor's license, or be registered with the Palm Beach County Contractor Regulations Division as a flooring installer for a minimum of two years in Florida. Minimum qualifications include two years of relevant business experience and successful completion of at least eight flooring projects of similar scope and complexity with a minimum value of $100,000 in workload per year for each of the previous two years. Principal, supervisory, and project managers must have a minimum of five years of relevant experience. All contractors must register in the County's Vendor Self-Service System, comply with criminal history records checks, non-discrimination requirements, and human trafficking affidavit provisions.

The scope covers flooring repairs and replacements including carpet, carpet tile, sheet goods, base goods, and installation accessories. Individual work orders are anticipated to be generally less than $100,000 each, though larger orders may be issued. Contractors must be on-site and actively engaged within five working days of a pre-construction meeting; for urgent repairs, response within eight hours is required or the contract risks termination.

The initial not-to-exceed cumulative contract value is $5 million over an initial term of up to five years. The contract employs an open qualification process allowing the county to add additional qualified contractors at any time during the contract term. Public construction bonds are waived for work orders under $200,000 where a bidder's cumulative open work orders do not exceed $200,000. No bid security is required with the qualification package. Contact FDO-CID-Bids@pbc.gov or (561) 233-0261 for contract documents via the County's Vendor Self-Service System at https://pbcvssp.pbc.gov/vssprd/Advantage4.
