About this opportunity

The Purchasing Division of Broward County, Florida is issuing a pre-solicitation notice for a Computer Aided Dispatch/Automatic Vehicle Location (CAD/AVL) system, a turn-key cloud solution to replace the County's existing end-of-life system serving Broward County Transit, with a question-response period ending October 26, 2026 and final RFP posting to follow through the County's BPRO electronic bidding system.

This is a draft solicitation; the final advertised dates are not yet fixed. Questions may be submitted through BPRO on an ongoing basis. WSP USA, Inc. is explicitly excluded from participation as prime vendor or subcontractor due to conflict-of-interest related to scope preparation.

The system must serve a fleet of 403 fixed-route buses, 84 community shuttle and contracted fixed-route vehicles, and 29 non-revenue supervisor and maintenance vehicles operating across Copans and Ravenswood bus garages. Required deliverables span onboard systems (vehicle logic units and mobile data terminals), central systems (service data management, wireless communications, real-time performance monitoring), garage systems (wireless infrastructure and yard management), wayside systems (digital signage integration), and business intelligence and reporting capabilities. Contractor must maintain 24/7 support services, provide comprehensive warranty coverage beginning at Final Acceptance, maintain a minimum 20 percent spare parts inventory, and comply with Broward County technology agreements, service level requirements, and security standards.

All data collected by the system becomes the property of Broward County and must be stored within the United States. Contractor must obtain FTA Buy America Certification, FTA Drug and Alcohol Testing Program Certification, FTA Government-Wide Debarment Certification, FTA Restrictions on Lobbying Certification, and must complete the Enterprise Technology Services (ETS) Security Questionnaire.

The initial contract term is five years with options for five additional one-year renewals, for a maximum ten-year period. Funding is through County Surtax funds. Pricing is structured in a bid table format covering project implementation (planning, implementation, and training for years one and two), CAD/AVL and associated systems components, and annual warranty, maintenance, and support for each contract year. Optional renewal terms and extended warranties for years six through ten, as well as optional items, are priced separately for informational purposes and will not be scored.
