About this opportunity
The Perkasie Regional Authority is requesting sealed bids for the installation of a granular activated carbon filtration system at PRA Well #7 under Contract PRA 25-01, with bids due August 31, 2026 at 1:00 PM EST via the PennBid online portal and a pre-bid meeting scheduled August 12, 2026 at 10:00 AM. This is a federally funded EPA project subject to Davis Bacon Wage Rate requirements, Build America, Buy America Act compliance, and mandatory DBE solicitation using six good faith efforts — no set-aside percentage is established, but prime contractors must document solicitation of Disadvantaged Business Enterprises for all items and engage in statewide outreach for any procurement exceeding $750,000.
The scope encompasses construction of a new treatment facility building (approximately 49 by 39 feet), installation of three granular activated carbon filter tanks, chlorine feed equipment, electrical systems, dechlorination tank, and process piping infrastructure; a 20,000-gallon underground holding tank; site preparation with erosion and sediment control; roadway and lawn restoration; and a slow-release basin. The project is located in East Rockhill Township at 1010 Three Mile Run Road, Perkasie, Pennsylvania. Electrical plans were incomplete as of July 27 and will be issued via addendum. Contractors must comply with PRA standard construction details and specifications, including specified materials, dimensions, and approved manufacturers for components such as ductile iron pipe, valves, and precast concrete elements.
The contract term is 180 consecutive calendar days after Notice to Proceed, with temporary restoration due within 150 days and final restoration within 30 days thereafter. Liquidated damages are $10,000 per calendar day for delays. Bidders must submit a certified check or bid bond equal to 10 percent of the bid amount, demonstrate liquid assets of 15 percent of the first $100,000 plus 10 percent of the next $900,000 plus 5 percent of the remainder, and evidence successful completion of a similar project worth at least 75 percent of the proposed contract amount. Performance bonds (100 percent of contract price), labor and materials bonds (100 percent), and maintenance bonds (25 percent up to $200,000, then 10 percent above) are required. Bids remain binding for 60 days after closing. The Authority reserves the right to reject any or all bids and will award to the lowest responsible bidder.
