About this file
This file comprises standard specifications for the Perkasie Regional Authority (PRA) in Bucks County, Pennsylvania, governing water and sanitary sewer construction projects. The specifications, originally established in April 1997 and revised in July 2025, are organized in Construction Specifications Institute (CSI) format and cover general requirements, site and civil construction, concrete work, and mechanical systems including potable water systems, disinfection, testing, sanitary sewer gravity piping, manholes, and pressure sewer grinder pump stations. The document establishes comprehensive guidelines for contractors performing water main extensions and system improvements, requiring submission of detailed construction progress schedules at least seven days before work commencement, shop drawings in five copies with contractor certification, and cost breakdowns for all lump sum prices. All work must comply with Pennsylvania Department of Transportation requirements when performed within state highway rights-of-way, local municipal requirements, and Pennsylvania Department of Environmental Protection regulations. A preconstruction meeting and site inspection are required unless waived by the Engineer, and contractors must provide competent personnel, maintain adequate illumination, and implement specified safety and traffic control measures.
The specifications establish detailed material requirements and quality assurance procedures, mandating that contractors submit certification letters documenting the origin, composition, and manufacture of all materials including paving materials, aggregates, concrete, pipes, and fittings prior to use. Laboratory testing of representative material samples must be conducted by an Engineer-approved testing facility in accordance with AASHTO, ASTM, or Pennsylvania Test Method standards, with all testing costs borne by the contractor. Contractors must maintain comprehensive erosion and sedimentation control measures compliant with Pennsylvania Department of Environmental Protection and Bucks County Conservation District requirements, implement dust control throughout construction, and maintain site drainage and dewatering systems. The specifications require contractors to procure all necessary permits and licenses except PennDOT Highway Occupancy Permits, pay associated fees, and reimburse state agency personnel costs for work on state highways. Contractors assume full responsibility for damage to public and private property, protection of existing utilities, and compliance with all federal, state, and local safety regulations, with the Authority's Engineer serving as the primary inspector and authority for approving materials, workmanship, and contract interpretation.

(b) Water Demands.
1) Population (New Developments): A minimum of 3.0 persons per unit unless approved otherwise.
2) Domestic Water Demand:
Average Daily Demand: 100 gallons per capita per day Maximum Daily Demand: 2.0 times average daily demand Maximum Hourly Demand: 4.0 times average daily demand
3) Industrial or Special Water Demands; Established for each installation.
(c) Water Pressures
1) General: Water pressure should be normally maintained in the range from 35 pounds per square inch (psi) to 80 psi at ground elevation. The required minimum pressure at ground elevation shall be 30 psi during maximum hourly flows and 20 psi during fire flows.
2) Design Pressure: The design pressure for equipment and materials shall be at least equal to the maximum working pressure plus a surge allowance of 50 percent of maximum working pressure, unless specified otherwise.
3) Pressure Regulating Valves: When pressures exceed 65 psi, the Applicant shall, at his own expense, install and maintain on the house side of the meters pressure regulating valves meeting Authority Specifications.
4) Fire Demands: Where only hose streams are required, fire flow requirements shall be satisfied while maintaining 20 psi residual pressure at hydrants in the
01000 - 12 immediate vicinity of the fire. Where automatic sprinkler systems are involved, residual pressures must be adequate for their proper operation, as determined by the sprinkler company.
5) Booster Pumping Stations: The necessity of, design of, and construction of booster pumping stations shall be subject to Authority approval.
(d) Size of Mains: Main sizes shall conform to the latest Authority Rules and
Regulations. Required minimum sizes are 8-inch diameter in residential areas, and 12-inch diameter in employment-center areas. Adequacy of main sizes is based on a total flow requirements of fire demand plus maximum daily demand plus special requirements. A maximum C value of 130 is permitted for new cement-lined ductile iron pipe.
(e) Location of Mains:
General: Mains shall normally be located within the right-of-way lines of public streets. If it is necessary to locate a main on private property, the Applicant shall provide a water main easement in the name of the Authority. The easement shall consist of a 20-foot wide permanent easement, normally centered on the pipeline, and an additional 30-foot wide temporary construction easement. The width of the permanent easement shall be increased and subject to Authority approval in the event additional utilities are to be installed within the easement.
Distribution main networks shall be looped and dead-end mains shall be avoided. When dead-end mains cannot be avoided, flushing fire hydrants shall be provided at the main ends.
A safe and adequate separation shall be maintained between water mains and all other underground utilities.
(f) Cross Connections. No water source of any type other than the Authority water supply shall be connected to customer piping served from the Authority water system. All potential cross-connections shall be eliminated and the Authority may require any customer to install a suitable backflow prevention device.
(g) Air-Release and Vacuum Valves: Air-release and vacuum valves shall be installed at all high points on supply or transmission mains and on distribution mains as directed by the Engineer. Air valves shall be installed in approved manholes.
(h) Flushing Fire Hydrants: In dead end mains, a flushing fire hydrant shall be installed for flushing the mains as shown in PRA standard details.
01000 - 13
(I) Fire Hydrants: Fire hydrants are required and shall be installed as required by the local municipality. In the absence of local municipality requirements, the following hydrants spacing guidelines shall apply:
1) In low-density single family residential areas, all parts of an existing or proposed building shall be within 300 feet of hydrant.
2) In high-density residential or common commercial area, each entire unit shall be within 300 feet of the one hydrant and 500 feet of a second hydrant.
3) In industrial areas, hydrants should be spaced accordingly to the latest requirements of the Insurance Services Office.
4) Generally, a hydrant should be placed at each street intersection, and intermediate hydrants should be installed if the distance between intersections is excessive.
5) In checking distances between hydrants and buildings, measurements should be made along public streets, except where private entrances or parking areas are available for access.
6) Fire hydrant branches shall be not less than 6-inch diameter and no longer than necessary. The maximum permissible length is 30 feet unless a longer length is approved by the Authority.
7) A valve shall be installed on each hydrant branch pipe between the main and the hydrant and near the end of any main which may be extended.
(j) Cathodic Protection: Water mains installed near utilities having cathodic protection shall themselves be protected. The method of protection which may include constructing the water main using insulating couplings, polyethylene encasement, electrical connectors, test stations, and other facilities, shall be subject to the Engineer’s approval. The utility having protection shall be notified.
(k) Metering: All service connections shall be metered.
(l) Valve Locations: See Section 15211 (Potable Water System), Article 3.07, Paragraph “B”.
