About this opportunity

The City of Pittsburgh Office of Management & Budget is soliciting a Pre-Qualified Master Agreement (PQMA) for tree planting services to establish a pre-qualified contractor list for furnishing, purchasing, and installing trees across Pittsburgh's public property, rights-of-way, parks, and playgrounds. The procurement encompasses restoration projects, streetscape initiatives, and landscape installations with a contract period commencing upon execution and terminating on June 30, 2030, with City option to extend for up to 180 calendar days. The scope of work includes complete tree supply and installation, sidewalk removal and replacement, tree grate and guard installation, topsoil placement, tree stakes, site protection, cleanup, deer fencing, and three-year maintenance and warranty management for restoration-sized trees, along with one-year warranty coverage for standard balled and burlapped street or landscape trees. Contractors must comply with two approved species lists—one for restoration projects and one specifically for street tree plantings—with requirements stipulating minimum 20 percent conifer composition, no more than 30 percent of any plant family, 20 percent of any plant genus, and 10 percent of any single species. Required qualifications include a City-issued General Contractor License, IRS Form W-9 submission, proof of current insurance with minimum general liability coverage of $1 million per occurrence and $2 million aggregate naming the City as additional insured, completed exhibits detailing approved tree species usage, and demonstrated compliance with prevailing wage requirements under both the Pennsylvania Prevailing Wage Act and Pittsburgh Code Section 161.38(I)(B). The response deadline is March 31, 2030, at 3:00 p.m., with all completed PQMA application packets required to be submitted electronically to contracts@pittsburghpa.gov; no site visits or bidders' conferences are scheduled. Pricing for individual project scopes will be determined through competitive bidding among pre-qualified vendors following their acceptance onto the PQ List, with awards made to the lowest responsible bidder meeting all job requirements.

The City has not established specific set-asides or dollar reservations for disadvantaged business enterprises but requires all contractors to demonstrate good faith efforts in achieving subcontractor participation goals of 18 percent minority-owned, 7 percent women-owned, 5 percent veteran-owned, and 3 percent LGBTQIA+-owned businesses. Contractors must provide all tools, equipment, materials, and services unless otherwise directed by the City, and must account for prevailing wage obligations in their pricing submissions. The City is exempt from federal excise and transportation taxes and certain state sales taxes, requiring contractors to itemize estimated sales tax separately and exclude exempt material costs from bid prices. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific contract award values or budget ranges are disclosed, as pricing will be established competitively through individual project-specific solicitations following pre-qualification. The City reserves the right to terminate the contract at any time with 30 days' written notice and to reject any or all bids at its sole discretion, and may utilize other governmental contracts for similar services if needed.
