About this opportunity

The City of Pittsburgh's Office of Management & Budget is soliciting a Pre-Qualified Master Agreement (PQMA-033) to establish a list of pre-qualified electrical contractors for rehabilitation, repair, and renovation services across city-owned facilities. The procurement seeks contractors with a minimum of five years of experience in building construction projects, with specific personnel qualifications including a Project Manager with 10 years of experience and a Field Superintendent with 5 years of experience. Contractors must be capable of performing electrical work in diverse settings such as fire stations, police stations, parks, recreational facilities, and city offices. The application packet must be submitted electronically to contracts@pittsburghpa.gov by November 30, 2027, at 5:00 pm, with comprehensive documentation including references, insurance certificates, W-9 forms, and a City of Pittsburgh Contractor's License. Evaluation criteria will focus on past performance, technical capabilities, compliance with local regulations, and the ability to handle project scopes with individual expenditures not expected to exceed $250,000. The contract period will commence upon execution and terminate on February 29th, 2028.

The solicitation includes specific provisions for Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Veteran-Owned Business Enterprises (VBE), providing additional consideration for these types of businesses. Contractors must provide proof of insurance with the City of Pittsburgh listed as an additional insured, including general liability coverage of $1 million per occurrence and $2 million aggregate, automotive liability insurance of $1 million per occurrence, and workers' compensation coverage. While being on the pre-qualified list does not guarantee contract awards, contractors must be prepared to comply with local ordinances, provide performance bonds, and meet specific safety, permitting, and workforce requirements. The City will select contractors based on a lowest responsible bidder status, with potential for multiple vendors to be included on the pre-qualified list. Although no specific budget range is explicitly stated, the individual project expenditures are anticipated not to exceed $250,000, suggesting a potentially significant cumulative opportunity for qualified electrical contractors serving the City of Pittsburgh.
