About this opportunity
The City of Pittsburgh's Office of Management & Budget is soliciting a pre-qualified list of contractors for General Construction Rehabilitation, Repair, and Renovation Services through a competitive selection process. This opportunity, identified as 2024-PQMA-030, covers construction services for various City-owned facilities including fire stations, police stations, parks, recreational facilities, and city offices. Contractors must demonstrate at least five years of experience in general construction and be prepared to perform comprehensive services such as new building construction, interior and exterior renovations, landscaping, masonry, paving, and related electrical and mechanical work. The initial contract period will commence upon execution and terminate on February 29th, 2028, with all bids to be submitted electronically to contracts@pittsburghpa.gov by November 30th, 2027. Evaluation criteria include contractor experience, insurance coverage, compliance with federal funding regulations, and ability to meet quality and safety standards. Contractors must provide detailed cost breakdowns and be prepared for quality and quantity inspections for each project.
The procurement includes specific set-aside and diversity requirements, with mandatory equal employment opportunity goals of 18% minority and 7% women participation. Contractors must comply with Section 3 provisions of the Housing and Urban Development Act, which prioritizes employment and contracting opportunities for low-income residents and businesses in the project area. Additional restrictions include domestic preference requirements, mandating the use of U.S.-produced materials and compliance with federal regulations like the Build America/Buy America Act. The City anticipates that total expenditures for any single new construction project will not exceed $250,000, though no minimum project value is specified. Contractors must also submit comprehensive documentation including a City of Pittsburgh Contractor's License, W-9 form, insurance certificates, and completed CDBG Section 3 paperwork. The opportunity encourages participation from veteran-owned business enterprises and imposes potential sanctions for non-compliance, including contract termination and potential debarment from future HUD-assisted contracts.
