About this opportunity
The City of Pittsburgh's Office of Management & Budget is soliciting a Pre-Qualified Master Agreement (PQMA-031) for General Construction Rehabilitation, Repair, and Renovation Services. This procurement seeks to establish a list of pre-qualified contractors capable of performing comprehensive construction services across various city-owned facilities, including fire stations, police stations, parks, recreational facilities, and city offices. The scope of work encompasses extensive construction activities such as new building construction, interior and exterior renovations, grading, excavation, demolition, landscaping, masonry, paving, fencing, HVAC, plumbing, electrical services, and miscellaneous site work. Contractors must have a minimum of five years of experience in general construction rehabilitation and renovation, with the ability to provide necessary equipment, tools, materials, and skilled workers. The contract period will run from execution through midnight on February 29, 2028, with applications due by November 30, 2027. All submissions must be made electronically to contracts@pittsburghpa.gov, and contractors will be evaluated based on their qualifications, experience, and ability to meet the city's specific construction service requirements.
The City of Pittsburgh has established specific participation goals for disadvantaged business enterprises, targeting 18% minority-owned businesses (MBE), 7% women-owned businesses (WBE), and 5% veteran-owned businesses (VBE). Contractors must provide proof of insurance, including general liability ($1M per occurrence, $2M aggregate), automotive liability ($1M per occurrence, $2M aggregate), and workers' compensation, with the City of Pittsburgh named as an additional insured. The procurement follows a two-step approach where vendors must first be approved and added to the Pre-Qualified List before being eligible to submit bids for individual project scopes. Projects are anticipated to not exceed $250,000 for new construction, and the city will award contracts to the lowest responsible bidder. Payment terms include partial payments at 92% of approved estimates until the project reaches 50% completion, after which 100% of approved estimates will be paid, with retainage held until the City issues a Certificate of Final Acceptance. Contractors must comply with various city ordinances and provide a comprehensive application packet including a W-9, insurance certificate, contractor's license, and completed exhibits.
